Staff Services Officer IThe Staff Services Officer I (SSO) acts as the liaison between Finance and the agency. The SSO will provide support across the Finance department including accounting, budgeting, purchasing, payroll, travel, and records management. TVC is a mid-size agency looking for someone who has the work ethic and drive to be part of our successful team. In addition to listed duties, this position will have the opportunity to learn more advanced finance tasks to support the department overall to promote a career growth path. TVC utilizes the Centralized Accounting and Payroll/Personnel System (CAPPS) for financial and payroll transactions so it will be necessary to learn complex systems quickly. The ideal candidate will have strong interpersonal skills, a proven ability to learn and research issues independently, have good problem-solving skills and demonstrate strong analytical and system skills. Essential Duties and Responsibilities:
Completes personnel action forms and gathers information to document personnel actions, including disciplinary actions, merits and promotions, and terminations within the department.
Assists with identifying vacancies, creating job postings, and conducting onboarding functions within the district.
Performs Time Administrative functions.
Arranges and coordinates meetings and events.
Transcribes meetings and interviews, documenting the information.
Process physical mail received.
Date stamps all invoices, enter in the AP log and scan invoices to invoice folder. Date-stamp all checks received and enter in the Checks Received log and secure in the safe.
Distribute other mail to Finance staff as needed.
Prepare purchase requisitions for Finance supplies, equipment and service.
Receive purchased items in CAPPS.
Mail warrants to vendors.
Upload AP vouchers and scan copy of warrants to voucher files for audits.
Monitor supply of copy paper, envelopes and other supplies and order as needed - maintain supply room.
Take deposits to treasury.
Pick up warrants from state mail operations.
Record retention officer for Finance.

QualificationsMinimum Education: Graduation from an accredited high school or high school equivalency diploma. College Transcripts are required and must be provided before an interview can be extended, it is preferred they be attached to the application.
Minimum Experience: (One) 1 year of experience in office management, business administration or budget preparation work.
Additional Requirements:
A valid Texas Driver's License must be provided within 90 days of hire.
Preferred Experience and Qualification:
Graduation from a 4-year college or university degree or higher with a major in Business Administration, Public Administration, Finance, Accounting or a related field
Experience in processing financial transactions in CAPPS/ USAS
Knowledge, Skills and Abilities:
Knowledge of generally accepted accounting principles and procedures affecting the maintenance of accounting records and automated accounting systems.
Skill in coordinating activities, in the use of a computer and applicable software, in writing and editing technical reports, and in critical thinking.
Ability to study and evaluate programs and propose recommendations; to communicate effectively; and build, establish, and maintain effective working relationships
Ability to use sound judgment and make decisions.
Ability to communicate effectively both verbally and in writing.
Ability to work efficiently and independently in a dependable and organized manner to meet various deadlines.
Ability to quickly learn multiple system requirements and troubleshoot solutions to issues
Ability to work cooperatively with others in a team environment.
Environmental & Physical Conditions: Normal office work environment, mostly sedentary in nature. May involve walking; standing; remaining stationary for long periods of time; pulling and pushing; kneeling, stooping, and bending; and safely lifting and carrying items weighing up to 30 pounds. Work involves extensive telephone usage and repetitive hand/wrist/finger motions while using the computer.
