Job Description
The Office of Chief Medical Examiner investigates cases of persons who die within New York City from criminal violence, by accident, by suicide, suddenly when in apparent health, when unattended by a physician, in a correctional facility or in any suspicious or unusual manner or where an application is made pursuant to law for a permit to cremate a body of a person.

The Finance Division at OCME is responsible for managing the agency’s $56 million annual expense budget, the $60 million in capital funding, and the approximately $15 million in grants, in addition to ensuring the fiscal integrity for all financial functions carried out by the agency. The Finance Division is responsible for working closely with the Mayor’s Office of Management and Budget to ensure appropriate funding levels are available so that the agency can pursue its core mission. Specific assignments will include, but are not limited to:
The Assistant Commissioner will analyze expenditures and needs, prepare analyses and financial forecasts and make recommendations to the Deputy Commissioner to optimize spending options.
Develop executive level finance reports (PS & OTPS) and issue monthly reports for the Deputy Commissioner for Administration, quarterly fiscal reports for Executive Staff, and yearly reports.
Oversee all fiscal system processes and make recommendations to the DC to enhance effectiveness and efficiency of both budget and audit processes
Prepare budget testimony documents and shepherd process with support from DC of Administration and Chief of Staff
Ensure all programs receive fiscal information and data that is user friendly and supports them to plan and track their budgets effectively (Quarterly)
Advise and support agency operating units on matters pertaining to their budgets
Ensure program managers are informed and aware of all finance timelines and target dates
Develop processes to educate and integrate program managers with the finance division
Ensure that financial resources are available to support agency mission critical functions and advise the Deputy Commissioner on the budgetary impact of PS and OTPS new need expenditure requests.
Ensure the accuracy and completeness of financial plans, budget modifications, reports and PEG submissions required by the Office of Management and Budget as part of the annual budget plan process.
Serve as agency Grants Officer and lead fiscal liaison for agency audit requirements including Single Audit and Comptroller’s Directive 1.
Oversee the development of grant and revenue opportunities
Oversee the development of budget requests and supporting documentation for submission to the Office of Management and Budget.
Oversee the payment and invoice processes
Manage a relationship with oversight agencies including the Office of Management and Budget (OMB), the NYC Comptroller’s Office, and state and federal grant agencies.
Work closely with ACCO & Assistant Commissioner of Human Resources to optimize budget usage and allocations
Oversee and monitor the agency’s accounts payable function to ensure that vendor payments are timely.
Ensure sound financial management practices and compliance with City rules and regulations.
Minimum Qualifications
1. A baccalaureate degree from an accredited college and four years of full-time, satisfactory professional, technical or administrative experience in one or more of the following fields: program evaluation, contract negotiations/management, business or public administration, contract community relations, or related fields; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel performing work in program evaluation, contract negotiation/management, business or public administration; or
2. A four year high school diploma, or its equivalent, and six years of full-time, professional, technical or administrative work experience in one or more of the fields cited above; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel as described in "1" above; or
3. A satisfactory equivalent of education and experience as cited above. However, all candidates must have the eighteen months of administrative, managerial or executive experience or experience supervising professional personnel as described in "1" above.
Preferred Skills
Candidate should possess the following: Strong analytical background, knowledge of and experience with the City of New York budget process and accounting systems, such as the Financial Management System (FMS) and Crystal reporting and excellent writing and communication skills. The successful candidate should have superior team building capabilities and highly developed facilitation skills and also be able to work independently and exercise the highest degree of initiative to produce results. The candidate should also have superior ability to prioritize, demonstrate excellent judgment, use professional discretion and effectively handle multiple competing priorities be detail oriented and the ability to work closely with all levels of stakeholders both internal and external to the agency. Proficiency in Microsoft Word, Excel, PowerPoint, Adobe Illustrator and Project.
