Financial Investment Analyst
We are seeking a Financial / Investment Analyst to support enterprise IT investment planning, portfolio analysis, and performance reporting in a complex, mission-driven environment. This role operates in a setting where technology funding, portfolio priorities, and operational results must be analyzed clearly and presented in a way that supports sound decision-making.This individual will help connect financial data, investment performance, and portfolio reporting to executive priorities and governance needs. The role is intended for someone who can work across program, budget, and operational stakeholders to improve visibility into cost, value, and strategic alignment.Job LocationHybrid, with periodic onsite support as neededWhat You'll Be DoingSupport budget, investment, and portfolio analysis across enterprise IT initiativesDevelop reporting approaches that improve visibility into costs, performance, strategic value, and return on investmentBuild and maintain dashboards, reports, and data views that support executive decision-making and governanceSupport cost categorization and rollup reporting from project and funding levels to investment and portfolio levelsAnalyze financial and operational data to identify trends, risks, and opportunities for improved portfolio managementContribute to status reports, roadmaps, assessments, and recommendations involving investment performance and resource useCoordinate with program, governance, and strategy teams to align financial analysis with mission priorities and delivery realitiesHelp improve reporting automation, data quality, and consistency across investment and performance tracking processesWhat You Must HaveBachelor's degree in finance, economics, business, accounting, public administration, or a related field, and 5+ years of relevant professional experience5+ years of experience in IT investment analysis, budget analysis, financial reporting, portfolio analysis, or capital planning support3+ years of experience supporting CPIC, federal financial management, investment reporting, or similarly structured enterprise portfolio processesPreferred QualificationsMaster's degree in finance, economics, business, public administration, or a related field3+ years of experience developing dashboards, scorecards, or management reports for executive or governance audiences3+ years of experience analyzing cost, performance, or portfolio data to support prioritization or decision-making3+ years of experience using reporting and analytics tools such as Power BI, Excel, or equivalent business intelligence platforms2+ years of experience supporting cost categorization, funding traceability, or rollup reporting across project, investment, or portfolio levels2+ years of experience supporting monthly, quarterly, or annual reporting cycles tied to program or portfolio oversight2+ years of experience working with structured data sets, reporting controls, and data validation practicesFAC-P/PM, CGFM, or similar federal financial or program credential2+ years of experience supporting CIO, PMO, or enterprise governance functions2+ years of experience with automated reporting, data pipeline improvement, or reporting process optimizationExperience supporting health IT, public sector modernization, or large enterprise shared services environmentsWorking at ICFICF is a global advisory and technology services provider, but we're not your typical consultants.
