Hybrid PositionJob Description: We are seeking an experienced Business Analyst/Tester to support the National Accuracy Clearinghouse (NAC) onboarding and RFMS upgrade initiatives for OTDA. The ideal candidate will work closely with business users, stakeholders, and technical teams to gather requirements, design functional solutions, support testing activities, and ensure successful project delivery within a large-scale government environment.Key Responsibilities IncludeEliciting, analyzing, and documenting business and system requirementsDeveloping business cases, fit-gap analyses, process flows, and functional specificationsCreating use case diagrams, activity diagrams, and GUI designs using UML and Microsoft VisioConducting Joint Application Development (JAD) sessions with business and technical teamsSupporting system testing activities including UAT, test planning, test scripts, and defect tracking using Azure DevOps/TFSValidating system solutions to ensure alignment with business requirements and project objectivesAssisting with project planning, requirement prioritization, and impact analysisCollaborating with stakeholders to resolve design and implementation issuesMentoring junior Business Analysts and supporting knowledge transfer activitiesSupporting social service program initiatives including Food Stamps, Medicaid, HEAP, TANF, and Housing systemsRequired Experience7+ years of experience in business requirements analysis and documentation7+ years of experience with UML diagrams, use cases, and Microsoft Visio7+ years of experience designing GUI solutions for large-scale enterprise systems7+ years of experience facilitating JAD sessions and presenting system documentation7+ years of experience with Azure DevOps/TFS for testing, defect tracking, and UAT7+ years of experience working independently and mentoring team members4+ years of experience supporting social service program systemsBachelors Degree required
