Procurement Analyst

Public Works Financial & Procurement AnalystGeneral DescriptionUnder general supervision, performs professional‑level analytical and administrative work in support of Public Works department operations. This position is responsible for budget development and monitoring, procurement and contract administration, and financial analysis related to departmental and capital improvement projects. The role requires independent judgment, strong communication skills, and coordination with internal departments and external entities.Supervision Received and ExercisedReceives general supervision from the Public Works Director, City Engineer, or designated supervisor. May provide functional or technical guidance to administrative or clerical support staff.Essential Duties and ResponsibilitiesDuties may include, but are not limited to, the following:Assist in the preparation, development, administration, and monitoring of departmental operating and capital improvement program budgetsTrack expenditures, analyze financial data, and prepare budget reports, summaries, and recommendationsCoordinate purchasing and procurement activities, including requisitions, bids, and vendor communicationsAdminister procurement contracts from initiation through execution and close‑outEnsure compliance with departmental procedures, purchasing policies, and applicable local, state, and federal regulationsReview specifications, vendor submittals, and contract documentation for accuracy and completenessServe as a liaison between the assigned department and external agencies, vendors, and contractorsAssist in developing process improvements related to budgeting, procurement, and contract administrationPrepare clear, well‑organized written reports and documentation for management and stakeholdersPerform related duties as assignedKnowledge, Skills, and AbilitiesKnowledge of public sector budgeting, purchasing, and contract administration practicesUnderstanding of applicable laws, regulations, and administrative procedures related to procurement and financeAbility to analyze financial and operational data and prepare accurate reportsStrong written and verbal communication skillsAbility to manage multiple projects and meet deadlines with minimal supervisionProficiency with standard office software and financial tracking systemsMinimum QualificationsBachelor’s degree in public administration, business administration, finance, accounting, or a related fieldRelevant experience in budgeting, purchasing, procurement, or contract administration (public sector experience preferred)An equivalent combination of education and experience may be considered
