Construction Payroll & Workforce Administrator
*Overview*
Capital Communications is seeking an experienced Construction Payroll & Workforce Administrator to support our growing union workforce on a large mission-critical construction project in Abilene, Texas.
We currently have 20 field employees assigned to the project, including technicians and foremen, with additional hiring expected as the project ramps up. This individual will be responsible for payroll administration, timekeeping, employee onboarding, union documentation, workforce records, and other administrative functions that support our field operations.
The ideal candidate has experience supporting hourly construction or skilled-trades employees and can work directly with foremen, field employees, management, payroll providers, and union representatives. This is a hands-on operational position that requires accuracy, organization, confidentiality, and the ability to meet strict payroll deadlines.
*Responsibilities*
* Collect, review, and reconcile employee time submitted by foremen.
* Verify regular hours, overtime, double time, absences, per diem, reimbursements, employee classifications, and job assignments.
* Identify and resolve missing time, incorrect classifications, duplicate entries, and other payroll discrepancies before processing.
* Prepare and process accurate payroll according to established payroll deadlines.
* Maintain employee rosters, pay rates, classifications, job assignments, and cost codes.
* Reconcile field timecards against client-approved time and labor billing records.
* Administer payroll requirements established by applicable union agreements, including wage rates, deductions, fringe contributions, and remittance reporting.
* Coordinate workforce requests, dispatch documentation, transfers, and terminations with union representatives and company leadership.
* Complete payroll-related onboarding and offboarding, including tax forms, employment verification, direct deposit, employee records, and timekeeping access.
* Coordinate orientation, badging, training documentation, travel, lodging, and mobilization paperwork.
* Serve as the primary contact for employee questions involving timecards, pay, deductions, per diem, and payroll corrections.
* Maintain organized and confidential payroll, personnel, and union records.
* Prepare reports covering headcount, labor hours, overtime, payroll exceptions, per diem, and upcoming workforce changes.
* Support payroll audits, labor-cost reporting, and payroll reconciliations.
* Work with management and accounting to identify discrepancies and improve payroll and workforce processes.
* Assist with implementing and maintaining digital payroll, timekeeping, and workforce management systems.
* Provide additional construction workforce and project administration support as the team grows.
*Required Qualifications*
* At least three years of payroll, timekeeping, or workforce administration experience.
* Experience supporting hourly field employees in construction, electrical, telecommunications, utilities, manufacturing, or another skilled-trades environment.
* Experience preparing or processing payroll for at least 50 hourly employees across multiple crews.
* Working knowledge of regular time, overtime, deductions, payroll corrections, and timecard reconciliation.
* Bilingual in English and Spanish.
* Proficiency with Microsoft Excel, including formulas, lookups, pivot tables, filtering, and data reconciliation.
* Experience using payroll, HR, or construction timekeeping software.
* Strong attention to detail and the ability to meet firm payroll deadlines.
* Strong written and verbal communication skills.
* Ability to handle confidential payroll and employee information appropriately.
* Ability to work full-time on-site in Abilene, Texas.
* Must be authorized to work in the United States and able to complete a background check.
*Preferred Qualifications*
* Direct experience processing union construction payroll.
* Familiarity with collective bargaining agreements, union wage classifications, dues, fringe benefits, and remittance reporting.
* Experience with Miter, ADP, QuickBooks Payroll, UKG/Kronos, or a similar payroll and timekeeping platform.
* Experience with construction job costing, per diem, traveling employees, and client billing reconciliation.
* Experience supporting multi-state payroll.
* Fundamental Payroll Certification or Certified Payroll Professional certification.
* Associate or bachelor’s degree in accounting, business administration, human resources, or a related field. Equivalent professional experience will be considered.

* Occasional extended hours may be required around payroll deadlines and major workforce mobilizations.

* Foremen submit complete and accurate timecards.
* Payroll hours reconcile with client-approved labor records.
* Employee classifications, pay rates, and union records remain current.
* Payroll questions and corrections are resolved promptly.
* Management has accurate visibility into headcount, overtime, payroll costs, and upcoming workforce requirements.

Pay: $31.25 - $38.46 per hour
Expected hours: 40.0 per week
