We believe we are better when we collaborate, learn from one another, and have fun while working hard.Proposal ObjectiveThis contract will support the U.S. Department of State’s Office of the Coordinator of U.S. Assistance to Europe, Eurasia, and Central Asia (EUR/ACE) with Monitoring, Evaluation, and Learning (MEL) support services to strengthen oversight and enable evidence-based decision-making for foreign assistance programs. Covering cross-cutting sectors of EUR/ACE programming, this contract is expected to provide comprehensive MEL services, including project design support, developing and supporting outcome indicators, performance monitoring and third-party monitoring, and planning and implementing independent external evaluations.Services are expected to cover Central Asia, Central Europe, Eastern Europe, Eurasia, and Türkiye, the Balkans. The anticipated period of performance is Fiscal Year 2026 – 2030.Position DescriptionSI is seeking a part-time (50%) Task Order Manager, contingent upon award. The Task Order Manager will:Provide overall direction and leadership to the team on M&E activities including performance and impact evaluations, assessments, data collection and other Task Order work called for by EUR/ACE. Ensure that evaluation, assessment, and monitoring services and products are harmonized and standardized to generate a mutually intelligible body of analytical work. Overall management of the contract including the implementation of approved project initiatives and TOs, quality and timing of deliverables, and coordination with EUR/ACE, U.S. Embassy ACOORD Offices, and other project stakeholders. Responsible for the quality, cost, and timeliness of performance of work performed under the contract including the quality of services provided by local and international consultants and service providers. Identify and bring to the attention of the Contracting Officer issues impeding the performance of the contract and requiring remedial action. Engage with concerned EUR/ACE personnel, government representatives, and other stakeholders to solicit feedback on the services provided under the contract. QualificationsMaster’s Degree in MEL, international development, or related field. 15+ years in in foreign assistance, expert in strategic planning, project design, and audits. Ability to recognize and implement methodological rigor in analytical work. Skilled in managing $5M+ contracts and leading teams of 10+. Extensive experience in building and effectively leading strong international analytics teams and performing relevant quality control and editing. Diverse experience working with donors and excellent communication, both verbal and written, skills. SECRET Clearance required U.S. Citizenship required Preferred QualificationsKnowledge of Europe and Central Asia regional development issues. Experience in working with DOS or USG officials in Ukraine, Europe, or Central Asia.
