For more information about ECCO Select, visit us at www.eccoselect.com.Position Title: Product Manager – Agile Product Delivery (Energy & Utilities Sector)Location Information Bay Area, California (12-month contract)Position Responsibilities:As a Product Manager dedicated to the energy and utilities sector, you will play a central role in leading the Agile delivery of innovative technology products and supporting processes, particularly related to Public Safety Power Shutoff (PSPS) planning and execution. Operating within the Scaled Agile Framework (SAFe), you will coordinate cross-functional activities to improve and roll out technology solutions that enable safe, reliable, and regulatory-compliant operations. You will also manage end-to-end product lifecycles, engage with a broad range of stakeholders, and support strategic, operational, and regulatory efforts.Key responsibilities include:Managing existing products focused on behavior change, as well as driving the development, launch, and sunsetting of new technology products.Applying Agile methodologies and SAFe practices to research and define problem statements, use cases, and functional requirements across multiple products.Identifying and evaluating new and existing energy-related technology solutions; influencing product development through close partnerships with manufacturers and service providers.Defining and articulating clear product goals, missions, and strategies to internal stakeholders and ensuring alignment with business needs and market demands.Identifying and prioritizing product improvements through customer research, stakeholder feedback, market benchmarking, and analysis of alternative approaches.Building and managing relationships with a diverse group of stakeholders; facilitating transparent development milestones and collecting sign-offs where required.Conducting quality reviews of product deliverables to ensure they meet specific customer needs, comply with standards, and include effective support materials and documentation.Performing competitive analysis and market surveillance to benchmark and promote the unique value of the product portfolio.Developing data-driven business cases that highlight key technical and commercial levers influencing adoption and success of products.Creating Requests for Proposals (RFPs) and drafting IT project estimates for enhancements and new product initiatives.Organizing and executing test launches and pilots in both live and simulated environments; authoring policies and procedures related to offerings.Developing comprehensive product briefs outlining incentive levels, technological specifications, verification mechanisms, service aspects, and go-to-market plans.Establishing and evolving methodologies and tools (such as calculators) for product performance attribution in the marketplace.Leading user acceptance testing, product demos, and iterative feedback loops to ensure deliverables align with business requirements and qualitative/quantitative success metrics.Driving a culture of continuous improvement by facilitating retrospectives and sharing best practices and lessons learned across teams.Designing, developing, and delivering end-user process and technology training, both virtually and in person, including user guides, documentation, and instructional presentations.Providing comprehensive project updates—both written and verbal—to leadership, highlighting business impact, progress, and improvement opportunities.Supporting commercial and delivery channels as a subject matter expert for product technologies and content development.Assisting in regulatory activities including writing testimony, responding to data requests, meeting with regulatory bodies, and contributing to filings.Participating in a rotating on-call schedule in the Emergency Operations Center (EOC) to support PSPS event planning and operational response. Essential Skills, ExperienceProven experience as a Product Manager or Product Owner, including hands-on leadership of Agile delivery teams in technology-oriented and operational settings.Hands-on experience working within the Scaled Agile Framework (SAFe), including Program Increment (PI) planning, backlog management, and cross-team coordination.Expertise with Agile project tools, such as Jira and Confluence, and with SAFe planning and reporting solutions.Strong familiarity with the energy/utilities sector, ideally with exposure to public safety, emergency operations, and/or regulatory environments.Outstanding stakeholder management abilities; demonstrated experience overseeing development lifecycles, milestone documentation, and multi-team sign-off processes.Proficiency in developing business cases, RFP documentation, and IT estimates to support strategic product initiatives.Exceptional written and verbal communication skills with a track record of contributing to regulatory filings, testimony, and stakeholder presentations.Ability to manage multiple priorities in ambiguous, rapidly evolving settings, and to delegate, escalate, or drive tasks independently as necessary.Willingness to participate in a rotating on-call schedule to support emergency operations during PSPS events.Qualifications:Significant, recent experience in a Product Manager or Product Owner capacity with Agile methodologies.Bachelor’s degree in a related technical or business field strongly preferred; equivalent experience will be considered.Direct experience with energy/utilities projects or emergency operations is a strong plus.SAFe certification or formal Agile training beneficial.ECCO Select is committed to hiring and retaining a diverse workforce.
