In the role, you will partner with our Program Manager and Project Managers to manage the program governance, quality assurance, and communications and ensure they follow defined processes. If selected for this opportunity, you will ensure the effective governance, communications, and quality management for the implementation of information technologies that support the Program’s mission and goals through ongoing communication and consultation with customers, stakeholders, and managers. At this time, the position is Limited Duration through June 30, 2025. The current plan is to ask for continued funding into future biennia. If future funding is secured, the appointment may be extended or be made permanent. Five years of progressively responsible experience related to the class concept. OR Four years of progressively responsible experience related to the class concept AND an Oregon Project Management Associate Certification. OR Two years of progressively responsible experience related to the class concept AND a Bachelor’s degree in Business Administration, Management, Public Administration, or a closely related field. OR A Project Management Professional Certification awarded by the Project Management Institute. AND Finalists must pass a comprehensive employment reference check and fingerprint-based criminal background check. Work experience is based on a 40-hour work week. (Example: 20 hours a week for one year would equal six-months of work experience.) DESIRED SKILLS AND ATTRIBUTES This is our wish list. Enterprise level technology support processes and procedures. Project Management Professional (PMP) or Certified Associate in Project Management (CAPM). Effective presenter, able to speak in front of small to large sized groups. Effective communicator at all levels of an organization and with stakeholders. Coordinate program activities including change control board, communications management, status report management, risk management, quality management schedule management, and lessons learned. Experience in Microsoft Project or other similar scheduling tool. Experience in Azure DevOps or Jira. Desire and ability to learn and master new technical and business skills. Keen understanding of technology and project management. Proactive communication style, troubleshooting, listening, and problem solving. Ability to plan and perform assignments with minimal or no supervision. Team-oriented individual who promotes the positive aspects of even the most difficult tasks. Demonstrated commitment to valuing and promoting a culturally competent, diverse, and inclusive work environment. Familiarity with Agile practices or hybrid models of project management. What You Will Do (in part) Develop and uses project controls to accurately communicate project status, issues and risks that will affect projects. In the case of risks and issues develops and implements mitigation strategies. Use project management methodology and project standards, coordinates complex projects from design to implementation in partnership with other Program Project Managers. Projects are often large in scope and may involve multiple state agencies and may involve coordinating large contracts. Coordinates project methodology with Program and Project Managers to be used that provides the best value to the customer and the business. Coordinate resource planning and utilization; activity definition, sequencing, and duration estimating; developing schedules and timelines; reporting progress; reporting status of deliverables and milestones; coordination of specified project resources, including technical staff, partners, agency customers, and contract personnel. Coordinate with other agency project managers to ensure project resources are effectively and efficiently used. Collaborate with Project Managers on business requirements, scope management, change control, issues logs, risk identification and management, quality assurance, and verification and validation of new systems. Monitor progress of work assignments against the project schedule and revise project schedules as necessary and required. Exercise effective project change control for any changes to project scope, schedule, and cost. Formally manage issues and risks throughout the project, which includes both mitigation and contingency planning. Evaluate project performance and deliverables to make certain project results meet the intended goal and objectives as specified in the Business Case, Project Charter, and Business Requirements. This includes meeting or exceeding stakeholder expectations and DOJ Information Services quality standards. Perform quality control oversight which includes schedule audits, baselines, and variances, deliverables review, quality checkpoints and quality gates. Prepare written documentation on various aspects of assigned projects and coordinates the editing, review, and finalizing of documents with other Program Team Members, Leadership, and stakeholders. Develop project status reports and maintains project master files, documenting progress throughout the course of the project. Promote a collaborative environment on the program and functions as a liaison between the Project and Program Teams. Support team members integrating and applying Agile or hybrid project models to ensure continuous improvement. Maintain knowledge of current and emerging technologies, project management practices, and innovations through training, professional journals and publications, contact with other IT and project management professionals, and self-initiated study. Interface with other state agencies and external organizations to share information and enhance DOJ’s image. Develop and maintain effective working relationships with other departments, divisions, and personnel. And more!
