Program Manager / Task Order Lead (Technical) - Remote
Overview
In this remote role, you will serve as ICF’s senior delivery lead for a complex federal technology and data services task order, coordinating across ICF, subcontractors, and delivery partners. You will manage scope, schedule, cost, staffing, risks, issues, dependencies, and contract performance, ensuring accountable delivery. You’ll establish governance forums and provide executive-level visibility through dashboards and reviews. You will drive continuous improvement and align delivery with client priorities in cloud, cybersecurity, data services, and product delivery.
ResponsibilitiesLead overall task order execution across scope, schedule, cost, staffing, risks, issues, dependencies, and deliverablesCoordinate across ICF teams, subcontractors, and partners to define roles and accountabilityEstablish and run program governance forums (portfolio reviews, executive status reviews, risk reviews)Oversee transition planning, onboarding, knowledge transfer, staffing readiness, and continuity of critical servicesMaintain executive visibility via dashboards, status reviews, and program management reviewsManage risk, issue, action item, and decision tracking with timely escalation and follow-throughCoordinate with engineering, product, data, cybersecurity, and service operations to align delivery with priorities and requirementsSupport IV&V coordination with access to documentation, environments, artifacts, schedules, and remediation plansDrive continuous improvement using metrics, feedback, and lessons learnedEnsure deliverables meet quality expectations and agreed delivery schedules
Key requirementsBachelor’s degreePMP certification10+ years managing federal technology, digital services, data, cybersecurity, or enterprise IT programs8+ years as a Program Manager, Task Order Lead, or Delivery Executive on federal contracts5+ years managing programs with multiple technical workstreams (cloud, SaaS, application delivery, cybersecurity, data, service desk, or infrastructure)5+ years of experience managing subcontractors, vendors, or partner delivery teams in a federal environment5+ years of experience managing cost, schedule, staffing, risk, issue, action item, deliverable, and performance reporting3+ years leading executive-level client governance forums or portfolio reviewsU.S. Citizenship and ability to obtain federal public trust clearanceCandidate must reside in the US and work in the USstrong stakeholder managementclear communicationdisciplined program managementcloud platformsSaaS environmentscybersecurity governance
