Incumbent is personally involved in and functions as Team Leader for PD-MCX staff that is involved in the following areas of access/entry control and vehicle barrier assessment/utilization methodologies, protection strategies, and security engineering for military infrastructure and critical asset protection. Criteria Development: Serves as the principal engineering authority and Subject-Matter Expert (SME) responsible for the development, establishment, and oversight of security engineering criteria and regulatory requirements for the Department of the Army (DA), DoD, and other Federal Agencies. Integrates advanced civil, traffic, and transportation engineering principles into access/entry control and vehicle barrier assessment methodologies to protect personnel, equipment, and critical infrastructure. Leads and mediates high-level stakeholder committees—comprised of diverse technical experts, law enforcement specialists, and senior leadership (O-4 to General Officer and GS-12 to SES)—to unify multi-agency perspectives into cohesive, scalable design and construction standards. Maintains final authority for establishing engineering regulatory requirements and briefs executive-level leadership to secure formal implementation approval across the enterprise. Training: Functions as the Team Leader and Subject-Matter Expert (SME) for PD-MCX training programs, overseeing the global development, modernization, and delivery of specialized curricula focused on access/entry control and vehicle barrier methodologies. Directs a team of instructors to ensure all training modules—spanning security engineering philosophy, protective strategies, and technical assessment—incorporate the latest criteria and commercially available technologies. Delivers expert-level instruction worldwide to a diverse audience, ranging from senior-level leadership to working-level engineers and security, law enforcement, and operations personnel, to ensure the consistent application of infrastructure and asset protection techniques across the DoD and Federal Government. Access/Entry Control Analysis and Design: Leads and executes complex engineering designs, technical studies, and site surveys to support integrated security engineering and protective strategies within the PD-MCX. Orchestrates the entire project lifecycle, from defining scopes of work and technical requirements to developing innovative, "beyond state-of-the-art" analysis and design procedures when standard methods are insufficient. Directs and manages the performance of Architect-Engineer (A-E) firms and research organizations, providing technical leadership for selection boards, contract modifications, and quality assurance oversight. Serves as the primary technical authority for the evaluation of active and passive vehicle barriers, directing the review of test reports and manufacturer submissions to maintain the DoD Anti-Ram Vehicle Barrier List and ensure global compliance with rigorous engineering criteria. Liaison: Represents the Corps of Engineers, the Army, and the DoD as a high-level technical liaison and authoritative advisor to congressional staff, senior federal agency representatives (e.g., DoS, DoE, FBI, Secret Service), foreign governments, and professional engineering societies. Provides expert engineering consultation and mediation on unique and controversial protective design problems, facilitating program execution across HQUSACE, DA MACOMs, and various DoD installations. Actively shapes design and construction policies through participation in international conferences and technical interchange meetings. Serves as the official DoD representative for the ASTM F2656 committee, ensuring that global vehicle crash testing methodologies and standards remain fully compliant with DoD security requirements and mission-critical objectives.Other Conditions And RequirementsThis is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service. Position covered by PWR SSR (Special Salary Rate).Minimum Education Requirement Candidates will be evaluated IAW OPM Requirements for Engineering Series: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards Bachelor's degree (or higher) in engineering. The program must: lead to a degree in a school with at least one program accredited by ABET. Degree must be documented on a transcript.Minimum Experience Requirement: One year of specialized experience at the GS-13 level which includes access/entry control as it pertains to transportation, traffic and civil engineering, and active and passive vehicle barriers assessment, developing critical security engineering criteria for protecting people, equipment, military infrastructure and critical assets for Department of the Army (DA), DoD, and other Federal Agencies; updating existing and/or developing new regulations; performing site surveys and reviewing work requests to determine engineering requirements to support integrated security engineering protective strategies; AND serving as a liaison with various stakeholders.Other Requirements Applications must be submitted after 12:01 AM (EST) of the posted Job Posting Open Date and before 11:45 PM (EST) of the posted Job Posting Close Date to receive consideration.
