in information technology, including application architecture, solution design, enterprise application development, and systems integration.Minimum 8–10 years of hands-on experience in Java/J2EE enterprise application development and architecture for large-scale, mission-critical systems.Demonstrated experience serving as a Solution Architect, Technical Architect, Application Architect, or Senior Java Architect on complex enterprise system implementations and enhancements.Proven experience leading analysis, functional design, technical design, development, code review, triage, and testing support activities for enterprise applications and sub-systems.Strong expertise in architecting and developing solutions using Java and CalPERS-approved or industry-standard enterprise frameworks, design patterns, and secure coding practices.Extensive experience designing scalable, maintainable, high-performance, and secure multi-tier enterprise applications.Demonstrated ability to analyze business and technical requirements and translate them into solution architecture, technical design specifications, and implementation strategies.Experience participating in and contributing to Joint Application Requirements (JAR) and Joint Application Development (JAD) sessions with business users, analysts, developers, testers, and technical stakeholders.Proven ability to provide technical input and sign-off support for business requirements documents, design artifacts, technical specifications, and requirements traceability matrices.Strong experience evaluating design alternatives, recommending solution approaches, and defining viable paths forward based on business needs, technical constraints, and enterprise architecture standards.Demonstrated expertise in issue analysis, defect triage, and root cause analysis, including estimation of level of effort and identification of long-term corrective solutions.Extensive experience performing expert-level coding, technical troubleshooting, and remediation for complex enterprise applications.Experience conducting code walkthroughs, peer reviews, and architectural reviews, and mentoring development teams on best practices, coding standards, and design principles.Proven experience creating and maintaining technical artifacts, including solution architecture documents, technical design documents, interface specifications, data mapping documents, deployment documentation, and support procedures.Experience supporting application development and delivery using both waterfall and agile methodologies.Strong experience supporting testing activities, including unit testing, assembly testing, system testing, defect resolution, and support for User Acceptance Testing (UAT).Experience collaborating with IT teams, business teams, testers, and program staff to resolve escalated system issues and support successful implementation of system enhancements.Demonstrated ability to perform or support data fixes, database changes, and application enhancements in support of production stability and business operations.Strong understanding of enterprise integration, batch processing, APIs, web services, and backend processing components in complex application environments.Experience working with relational databases and writing or reviewing SQL to support troubleshooting, data correction, and application functionality.Proven knowledge of software development lifecycle (SDLC) processes, release management, source control, code migration, and environment support practices.Experience ensuring all technical work complies with organizational IT policies, standards, procedures, security requirements, and development guidelines.Strong documentation and communication skills, including the ability to explain architecture decisions, technical issues, and solution recommendations to both technical and non-technical stakeholders.Experience providing knowledge transfer through collaborative documentation, code commenting, cross-training, job shadowing, walkthroughs, and lessons learned sessions.Ability to document and communicate best practices, support procedures, and implementation knowledge to development, support, and operations teams.Experience supporting enterprise systems in financial, pension, benefits, accounting, or other highly regulated business environments.Prior experience in government, public sector, or large regulated organizations is highly desirable.Familiarity with public sector governance, documentation standards, security controls, and enterprise architecture review processes is preferred.Bachelor’s degree in Computer Science, Information Systems, Engineering, or a related field is preferred.Desired QualificationsExperience architecting and supporting financial systems, pension administration systems, or large-scale transactional enterprise platforms.Experience with State of California departments, public retirement systems, or other government agencies.Experience supporting or modernizing legacy enterprise Java applications in complex public sector environments.Familiarity with enterprise frameworks, middleware, and integration platforms commonly used in large government Java environments.Experience providing architectural leadership for systems requiring strong auditability, security, data integrity, and regulatory
