Technical Resource Engineer

Title: Technical Resource Engineer Location: Astatula, FL Job Summary: Working with DOTs, municipalities, public works departments, consulting engineers, and owner agencies, the Technical Resource Engineer makes reinforced concrete pipe, box culvert, and precast structures the specified solution across an assigned territory, and then supports the engineers, contractors, and inspectors who design, install, and accept it. Success in this role is measured in specification language changed, agency relationships built, and competitive product displaced, outcomes that compound across every project bid in the territory for years afterward. Key Responsibilities & Duties: Specification Influence & Standards Advocacy — 30% Identify, review, and comment on agency, municipal, county, and DOT specifications governing storm drain, sanitary sewer, and culvert infrastructure; maintain a live log of every specification in the territory and its current status. Draft and submit specification language, standard details, and technical justifications that correct deficient or restrictive provisions — including improper material equivalency, missing installation and inspection requirements, and fill-height or flotation omissions. Track and pursue adoption of national standards at the state and local level, including AASHTO R73, ASTM C1840, ASTM C1479, ASTM C76/C655/C1417, and AASHTO LRFD Section 12. Build the multi-year agency relationships — DOT materials, bridge, hydraulics, and construction staff; city and county engineers; public works directors — that make specification change possible. Maintain a written specification pipeline with target agency, current language, desired language, decision-maker, and expected timeline; review with the manager quarterly. Technical Support & Project Solutions — 25% Present project-specific solutions to consulting engineers, owners, and contractors, including product selection, hydraulic and structural fit, fill heights, joint and gasket selection, and installation requirements. Serve as the territory technical authority on ASTM and AASHTO standards and how they translate to local plant capability. Review non-standard specification items with Operations prior to bid to confirm means, methods, and pricing feasibility. Support claims, field issues, and installation disputes by gathering technical facts, documenting conditions, and recommending remediation, coordinating with Engineering, Quality, and Risk as required. Review post-installation CCTV and inspection video for pipe, box, and precast structures; interpret findings against ASTM, AASHTO, and owner-agency acceptance criteria, and recommend remediation or corrective action where required. Act as the liaison between the specifying engineer, the sales organization, and the plant, ensuring each has the technical information needed to move a project forward. Education & Technical Training — 20% Deliver Lunch & Learn seminars, webinars, and continuing-education sessions to consulting engineering firms, municipalities, and agency staff; pursue PDH/AIA accreditation for core content where available. Host engineering and agency plant tours that demonstrate production, quality control, and testing. Conduct contractor and inspector installation training using ACPA PIPE program format and content, covering bedding, haunching, backfill, joint assembly, and acceptance testing. Educate internal audiences, sales, estimating, plant leadership, and new hires, on specification strategy, product capability, and competitive positioning. Industry, Agency & Association Relations — 15% Represent County Materials with the American Concrete Pipe Association and applicable state concrete pipe associations; hold an active seat on at least one technical, infrastructure, or government relations committee. Represent County Materials with the National Precast Concrete Association (NPCA) on technical and product matters, including NPCA plant certification requirements, product standards, and technical committee participation supporting precast structures and non-pipe product lines. Participate in ASTM (notably C13 on Concrete Pipe) and AASHTO committee activity, regionally and nationally, so that territory issues are represented where standards are actually written. Engage state and local engineering societies, city engineers associations, APWA chapters, and DOT-sponsored technical committees. Identify and attend trade shows, association meetings, and concrete pipe schools that carry specification or relationship value; each event requires a stated objective and a written follow-up. New Products, Market Intelligence & Special Projects — 10% Lead the technical introduction of new products into the territory, including agency approval pathways, submittal packages, and specifier education. Bring the voice of the specifier back to the business: emerging regulatory requirements, competitive material claims, procurement trends, and unmet product needs. Monitor competitive material activity — HDPE, PP, and steel — and develop fact-based, standards-supported responses to competitive claims. Support market entry evaluation, greenfield assessment, and acquisition due diligence with territory specification and agency intelligence as directed. Education & Preferred Qualifications: Bachelor's degree in Civil Engineering, Construction Engineering, Materials Engineering, or a closely related field 2+ years of experience in concrete products, civil infrastructure, heavy civil construction, agency engineering, or consulting engineering ACPA Pipe School attendance and ACI, ASCE, or NPCA involvement preferred Within the first year, Technical Resource Engineers are expected to become fluent in the following: ASTM C76, C443, C497, C506, C507, C655, C1417, C1433, C1478, C1479, C1840; AASHTO M170, M198, M259, M273, R73, and LRFD Bridge Design Specifications Section 12; ACPA Concrete Pipe Design Manual and Installation Guide; applicable state DOT standard specifications and standard drawings; and NPCA / ACPA QCast plant certification requirements. Demonstrated ability to present technical material to engineering and agency audiences Prior experience influencing DOT, municipal, or county specifications preferred Working knowledge of hydraulics, culvert design software, and direct/indirect design methods preferred Spanish or second-language capability preferred in territories where it supports contractor and crew training Licenses/Certificates: Valid driver’s license and an acceptable motor vehicle record required Engineer in Training (EIT) certification; Professional Engineer (PE) licensure strongly preferred, with company support toward licensure NASSCO or equivalent inspection certification preferred Work Environment: The work environment characteristics described here are representative of those and team member encounters while performing the essential functions of this job.
