General Manager, Performance

The General Manager is responsible for the overall financial, operational, and regulatory performance of the property, ensuring the property is maintained to the highest standards of safety, compliance, and resident service. This is a full-time, on-site position that requires prior HUD and LIHTC experience.Recruit, train, develop and supervise site team, fostering a culture of accountability, professionalism, and high performanceMeet or exceed financial goals for the property, to include:Ensure the timely and accurate preparation and submission of all required financial reporting to Regional Manager, ownership and external partnersPrepare and manage annual budgets; analyze monthly and quarterly financial reports, identify variances, and implement corrective measuresIdentify & communicate with residents regarding issues affecting their tenancy including arrears/late rent notices/payment plansEnsure proper renewal and processing of affordable rent subsidies/requirements including, but not limited to: Project and Tenant Based Vouchers, Low Income Housing Tax CreditsEnsure adherence to established Purchase Order policy and procedures to ensure property budget is followedEnsure that the property meets all regulatory compliance requirements, to include:Coordinate annual property Inspections and file reviews such as REAC, MOR, ENSPIRE, and HQSRegister Rent Stabilized apartment with DHCR, as requiredEnsure all required site documentation is prepared and maintainedManage marketing and leasing activity in accordance with HUD/LIHTC regulationsOversee application process including income qualifications and complianceLead all property and file audit preparations, inspections, and follow-up responsesModel and maintain a culture of excellent customer service, to include:Maintain positive, professional relationships with residents, ownership, vendors, contractors, inspectors, and regulatory bodiesRespond to emergencies as needed to safeguard residents, assets, and operationsAttend virtual and in-person ownership meetings, and evening Tenant Association meetings when requiredManage move-in and move-out inspections with tenantsEnsure timely unit turnovers Prepare & send lease violation notices, lock out charges/noticesCoordinate timely project and tenant-based voucher lease renewal processReview incident reports and follow up with tenants/legal/securityOversee the coordination of building projects and coordinate tenant accessAddress issues that may arise with outside vendors/contractorsConduct routine building inspectionsCoordinate and ensure completion of annual unit inspectionsBachelor's degree and Minimum of 5 years Supervisory level affordable housing management experienceDemonstrated skills managing a teamExcellent customer service, interpersonal, and resilience skillsStrong computer and communication skills, both verbal and writtenExperience with Yardi Voyager, RealPage or similar softwareAbility to prioritize and manage time effectivelyBilingual (Spanish/English) preferred but not required
