Your leadership experience in DD services and strong knowledge of compliance and Medicaid Waiver programs will help ensure that individuals receive compassionate and high-quality care.Position OverviewThe Director of Developmental Services is responsible for the overall leadership, administration, and management of programs serving individuals with intellectual and developmental disabilities.This position provides strategic and operational oversight of all Developmental Services programs, including supervision of program managers, budget management, program development, regulatory compliance, and quality assurance.The Director ensures services are delivered in accordance with applicable regulations, including those of the Virginia Department of Behavioral Health and Developmental Services, Medicaid Waiver requirements, and other governing authorities.The Director serves as a member of the Leadership Team and collaborates across departments to support agency-wide goals and strategic initiatives.Supervisory ResponsibilitiesDirect the overall operation of the DS Service Delivery Programs including residential, case management, day support and early intervention within the catchment areaOversee staffing structures, workforce development, and performance management within the unit Ensure supervision, training, and evaluation processes are consistently implemented across programsConduct hiring, training, and direct supervision of DS program managers and assume direct supervisory responsibility of DS program staff in the absence of program managersEssential FunctionsLeadership & Staff Management: Oversee performance improvement, disciplinary actions, staff training, and team collaborationRegulatory Compliance & Reporting: Ensure compliance with all standards; manage state reporting systems and requirementsQuality Assurance & Audits: Lead quality improvement efforts; oversee audits, inspections, investigations, and corrective actionsFinancial Oversight: Develop/manage budgets; monitor financial performance and safeguard fundsProgram Development & Evaluation: Plan, expand, and evaluate programs using data-driven improvementsPartnerships & Representation: Build stakeholder relationships; represent programs in the community and public settingsQualifications & RequirementsBachelor's degree in human services with at least five (5) years of work experience providing services to individuals with intellectual and/or developmental disabilities required; Master's degree preferredMinimum of five (5) years of program administration and supervisory experience preferred; or equivalent combination of education, training, and experience which provide the required knowledge and abilitiesExperience with Medicaid Waiver services and regulatory compliance required Experience with HUD or similar funding preferredMust possess a valid driver's license and maintain a safe driving record in accordance with RACS policiesPreferred Knowledge & SkillsDevelopmental disabilities service systems and best practicesMedicaid Waiver requirements and service delivery modelsDBHDS licensing standards, reporting systems, and performance measuresProgram administration, budgeting, and fiscal managementPolicy development and implementationLeadership and staff supervisionProgram development, evaluation, and quality improvementBudget management and financial oversightInteragency coordination and community relationsEffective written and verbal communicationWhy Join RACS?At RACS, you will have the opportunity to make a direct and lasting impact on individuals and families in your community.
