Senior Manager, Project Control for the Rail Rolling Stock Capital ProgramMetro's mission is to provide a world-class transportation system that enhances the quality of life for all who live, work, and play within LA County.Manages project control activities and resources associated with the successful completion of major Metro capital projects, including design, engineering, and construction, or testing, manufacturing, assembly, acquisition, or delivery activities. The Senior Manager, Project Control for the Rail Rolling Stock Capital Program prepares scopes of work/specifications, establishes and monitors project master schedules, requests, obtains, and monitors approvals for Life-of-Project (LOP) budgets, works with Vendor/Contract Management (VCM) team on preparing and executing contract documents, and closely monitors and facilitates project progress until completion.Interviews are projected to be scheduled for the week of March 30, 2026. We encourage you to monitor your GovernmentJobs.com profile and emails for the latest updates.Examples of DutiesOversees all cost estimating, budgeting, cost management and control, scheduling, configuration management, and management information system and reporting activities within a rail or bus construction unit, transit fleet services, or vehicle acquisitionCollaborates with internal staff and consultants/contractors to ensure schedule adherence and program execution through contract close-outPrepares detailed cost forecasts and technical specificationsPlans, executes, and finalizes projects in accordance with agreed upon specificationsEstablishes, maintains, implements, and audits cost and schedule management activities for all departmental Metro Construction projects to ensure compliance with policies, procedures, and plansParticipates in development and enhancement of Project Management Information System and/or Financial Information System components and modules; implements standard computerized project tracking and status reporting systemsReviews, analyzes, and interprets project design and budgets, schedules, and costs related to construction, fleet services, or vehicle acquisition to ensure conformance with authorized scope, time, and dollar requirements, including Life of Project reportingReviews, analyzes, and monitors actual project performance related to cost and schedule management activitiesIdentifies problems and recommends resolutions to cost and schedule-related activitiesConducts meetings and presentations with internal and external stakeholders, management, and Board of DirectorsPrepares and presents reports to management and the Board of DirectorsManages performance and evaluates work of consultants/contractors/vendors to ensure compliance and consistency with agency, department, and project objectivesCoordinates the capital and operating budgets and staffing plans in conjunction with Office of Management and BudgetManages capital and operating budget; conducts effective performance analyses, and supports executive management in the development and implementation of strategic objectivesProvides financial plans, projections, and forecasts for programs and projects, and analyzes financial impactsTracks and analyzes actual expenditures versus budget performance to determine and resolve variancesManages accounting activities for multiple departments under an executive officer, including payroll, accounts payable, general ledger, and monthly and year-end closeout activitiesManages, in conjunction with the Procurement department, procurement activities for multiple departments, including Request for Proposal (RFP) development, procurement planning, contract administration and conflict resolutionResponds to inquiries by Board of Directors, Los Angeles Mayor's Office, outside agencies, and executive officers, and prepares correspondence and analytical reportsSupervises, trains, mentors, and motivates assigned staffCommunicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all assigned employeesMinimum QualificationsA combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:Bachelor's Degree in Engineering, Construction, Business, or a related field; Master's Degree in a related field preferredSix years of relevant experience or three years of relevant supervisory-level experience providing project control for heavy civil or multiple projectsA valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functionsAACE International (Association for the Advancement of Cost Engineering) Certification preferredPreferred QualificationsPreferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities as determined by business necessity.
