The Planning Analyst performs a variety of routine, entry level professional and technical land-use planning work in the areas of application coordination, policy development, planning studies, and development planning. The position provides information and assistance to developers, the business community, and the public on planning and development related matters. The position also provides support to higher level Planners.This posting will remain open until filled. Coordinate City Planner Work AssignmentsDistribute and assign land-use applications and building permit reviews to Planners.Maintain systems for documentation control, evaluation and administration, including tracking workload on spreadsheets and ensure accessibility to Planners.Maintains project/application/program calendar.Conduct research, gathers, interprets and prepares data for studies, reports and recommendations2. Customer ServiceExplains policies, procedures and regulations to members of the general public, contractors, architects, and others interested in land development.Review zoning regulations for properties and communicate this information to requestors.Assist general public via phone, email, and in-person - answering general questions about policies, procedures, and regulations. General zoning questions as well.Manage and maintains on-line materials for the department.Provide administrative support to the department commissions and committees.3. Intake Land-Use ApplicationsProcess application payments, enter information into Accela, set up paper files, and scan documents into internal planning drive.Process minor land use requests, such as boundary line adjustments, home occupations, short term rentals, temporary living units and administrative variances, etc.Process minor building permit planning reviews, such as residential and simple commercial projects.GENERAL JOB FUNCTIONS:Establish and maintain effective working relationships with staff, other agencies, and the public.Perform other duties as assigned within the scope of the classification.Participate in committees when requested.Maintain proficiency in job requirements which may include attending training and meetings, reading materials, and meeting with others in areas of responsibility, which may require travel.Maintain work areas in a clean and orderly manner.Maintain confidentiality, data integrity, and comply with all related city, state, and federal standards related to confidentiality.QualificationsAny equivalent combination of education and experience which provide the knowledge, skills, and abilities required to perform the duties as described. A typical way to qualify would be an associate's degree and at least six (6) months of related experience. This position also requires:Knowledge of:Principles, practices and procedures in municipal land use planning.Project management principles and techniques.Local land use planning ordinances and state statutes governing planning, public hearing and environmental decision-making process.Research and analytical methodology and statistical techniques.General knowledge of Geographic Information Systems.Computer applications for word processing, desk top publishing, creation of spread sheets and computer-generated mapping and business graphics.Methods used for citizen involvement in planning projects.Skill and Ability to:Compose, draft and edit business correspondence and reports.Organize assigned work and prioritize tasks to meet assigned deadlines.Communicate effectively and professionally with others.Read and interpret policies, procedures, codes and regulations.Tactfully explain, apply, and enforce codes and regulations while maintaining effective working relationships with others.Access and update files.Exemplify traits that reflect the City's culture, including integrity, a customer service orientation, cultural competency, trustworthiness, flexibility and a willingness to change.Supplemental InformationWORKING CONDITIONS:The position requires regular (80%+) ability to use dexterity and fine motor skills. Continuous (81% of the time) use of office equipment. The position requires minimal (5-20%) physical effort such as lifting, carrying, or movement, etc. Movements required to complete work are not difficult, and only require some degree of agility and hand eye coordination. The work environment is well protected, with virtually no hazards or obstacles (0-5%). There is very little element of personal risk or hazard. Job conditions are usually stable, with virtually no (0-5%) issues of confinement, temperature change, incident of noise, or interactions of a disagreeable nature, inside/outside work, dirty conditions, exposure to contagious disease, etc. Position has minimal responsibility for driving.SUPERVISORY RESPONSIBILITIES:Supervision of others is not a typical function assigned to this position.
