This position will be located at 233 Main St. New Britain, CT 06051. Monday-Friday, 8:30am-4:30pm.Compensation Range: The salary range for this position starts at $62,500.Compensation for each position is determined not only by years of relevant experience, education, and skills, but also by maintaining internal pay equity. CMHA also takes into consideration our benefits and paid time-off package to provide a well-rounded and competitive approach to the applicant’s overall compensation.SummaryThe HR Specialist will play a key role in managing key functions, ensuring regulatory compliance, and fostering positive employee experience. This position will oversee and coordinate talent acquisition for all positions within CMHA. Works directly with the hiring managers and the Human Resources team to develop and implement cost effective recruitment and retention strategies, both general and job specific, to ensure the agency attracts and retains a highly qualified and dedicated work force in all areas.Assists with the administration of compensation, performance management and employee relations as the first point of contact for policy questions or assisting with minor employee relation matters.Supports onboarding of new hires and any related administrative tasks to successfully onboard new hires. In conjunction with the Internship Coordinator, responsible for networking with schools and colleges to create and sustain long term relationships. Assists with paid and unpaid internship onboarding.Essential Responsibilities And Target OutcomesIn conjunction with the HR team and HR Manager, works directly with the hiring managers to develop and implement cost effective recruitment and retention strategies, both general and job-specific, to ensure the agency attracts and retains a highly qualified and dedicated work force in all areas including advertising strategies. Works with various on-line social media platforms, agencies, schools/colleges and other recruitment resources including diverse recruitment strategies, to fill immediate vacancies. Liaison with area employment agencies, colleges and other recruitment sources. In conjunction with the Internship Coordinator, networks with schools/colleges to build a pipeline of talent.Point of contact for hiring managers related to the recruitment process and applicant tracking system (ATS).Collaborates with hiring managers to understand job requirements and candidate preferences.Reviews and screens incoming resumes to identify potential candidates.Conducts pre-screening of applicants (via phone, video or in-person); analyzing responses; verifying references, salary and comparing qualifications to job requirements.Communicates with candidates throughout the interview process, providing updates and gathering feedback.Manages candidate data and records in the applicant tracking system (ATS).Responds to employment inquiries and to all candidates in a timely manner. Provide shortlists of qualified candidates to the hiring managers via ATS.Networks with schools/colleges to build a pipeline of talent.Coordinates, as needed, and participates in job fairs and host in-house recruitment events.Completes other required HR tasks as part of the recruitment and onboarding process.In concert with the HR Assistant, coordinates new hire paperwork for all candidates and interns.Back up for the coordination of general orientation program for all new employees and presents as needed.Provides training in best practices related to recruitment strategies and ATS.Provides accurate and timely reports on talent acquisition activities.Assists with compensation administration.Assists with performance management, i.e. annual performance reviews, supervisions, goal administration and competency assessments.Acts as the first point of contact for policy questions and assist with resolving employee relation matters.Assists with special projects; i.e. software implementation, training & development.Any and all other duties as assigned.QualificationsEducation:Bachelor’s Degree in Human Resources Management or related field.ExperienceMinimum of one (1) or more years of HR experience in the health care and/or human services industry (non-profit industry a plus).Applicant Tracking (ATS) experience.HRIS experience.Full cycle recruitment experience.Competencies: Behavioral Skill SetsStrong interpersonal skills, commitment to accuracy and timeliness, ability to maintain Agency and legal employment standards, well-organized, collaborative, responsive, customer orientation (internal and external).Professional approach at all times while communicating with internal and external licensure and business contacts.Effective Relationship Building, Personal Credibility and Integrity, Business Acumen, Consulting Competence, Highly Effective in Balancing Numerous Competing Priorities, Political Savvy, Inclusion and Collaboration, Supervisory Coaching, team buildingProficiency utilizing HRIS and ATS systems.
