Employment: Full-Time | Contingent Upon Contract AwardProgram: Instructional Management and Learning Support (IMLS)Customer: U.S. Air Force Air University (AU), Air Force Global College (AFGC)Salary: $115,000 (negotiable)Position OverviewQuality Analytics Associates (QAA) is seeking an experienced Program Manager (PM) to support the U.S. Air Force Air University, Air Force Global College (AFGC), under the Instructional Management and Learning Support (IMLS) program. The Program Manager will provide management, direction, administration, quality assurance, and leadership supporting execution of the program, with particular responsibility for overall execution of Task 4 – Program/Instructional Enhancements and broader program-management responsibilities. The position requires demonstrated capability managing complex educational, instructional enhancement, curriculum, and subject-matter-expert activities while maintaining rigorous control of schedule, budget, performance, personnel, and reporting.LocationContract permits elements of the Program Manager's Task 4 project management responsibilities to be accomplished off-site. Travel may be required to Maxwell Air Force Base, Alabama, and other authorized locations in support of contract activities, meetings, project execution, and instructional/program enhancement requirements.Required QualificationsCandidates must demonstrate the following qualifications:Comprehensive Project Execution: Demonstrated ability to manage the overall execution of program and instructional enhancement projects.Personnel Management: Demonstrated capability to recruit, train, assess, and manage Subject Matter Experts (SMEs) and support personnel.Highly Desired QualificationsQAA is particularly interested in candidates who demonstrate the RFQ's desired qualifications:Professional Military Education Program Management: Extensive experience managing educational development, curriculum enhancements, and/or instructional projects within Department of War/Defense or Professional Military Education institutions.Deep understanding of military protocols, command structures, and the unique academic requirements associated with service-member education.Cost & Schedule Adherence: Proven ability to manage complex projects while meeting established budgets, schedules, and milestones.Experience providing granular CLIN-level financial tracking and real-time dashboard reporting.Consolidated Reporting: Demonstrated skill preparing substantive management reports assessing performance, progress, budget execution, milestone achievement, risks, issues, and corrective actions across multiple contract tasks.Sound Judgment: Demonstrated logical decision-making, professional judgment, and prudence.Key ResponsibilitiesThe Program Manager will:Manage overall execution of program and instructional enhancement projects under Task 4.Serve as the management focal point for recruiting, training, assessing, and managing SMEs and Task 4 support personnel.Ensure access to sufficient qualified and credentialed SMEs to satisfy enhancement-project requirements.Coordinate verification and approval of personnel credentials before final scheduling for project support.Manage Task 4 execution to ensure budgets, timelines, and milestones are achieved.Monitor performance and ensure issues are identified and addressed in a timely manner.Support management and oversight of contractor and subcontractor activities.Convene monthly Technical Status Meetings with Government stakeholders.Prepare or oversee required management reporting.Track project performance, milestones, staffing, risks, corrective actions, budget execution, and deliverables.Support CLIN-level financial management and reporting.Develop and maintain management information, dashboards, and data displays that support Government decision-making.Coordinate with the Instructional Manager to maintain visibility across instructional and program-enhancement activities.Support Project Management Plan, quality-management, risk-management, staffing, transition, and other program-management requirements.Equal Employment OpportunityQuality Analytics Associates is an Equal Opportunity Employer.
