We have established strong relationships with various regulatory agencies in California, Arizona, Texas, and New Mexico.Role DescriptionThis position is for a Part-Time/As-Needed Employee in the office with flexible days at a rate between $35.00-$40.00 hour based on experience to start.We are seeking an experienced Multi-State Payroll Manager (payroll tax specialist/payroll accountant/compliance specialist) to support the payroll operations in the organization. This role is ideal for someone with Federal Government, Service Contract Act (SCA), and Public Works - Prevailing Wage payroll familiarity, along with the California Dept of Industrial Relations (DIR). Knowledge of QuickBooks, PayChex Flex and Payroll4Construction is ideal. Proficiency in Foundation software is required. The Payroll Manager serves as a key connector between Payroll, HR, Operations, Production, and field teams, ensuring compliance with federal, state, and local labor laws on public works and construction projects. This position works closely with contractors, project managers, and regulatory agencies to monitor prevailing wage requirements, certified payroll records, and labor standards compliance. Payroll accuracy, regulatory compliance, and a strong cross-functional collaboration environment.Responsibilities & Qualifications:Process weekly and bi-weekly payroll independently for exempt and non-exempt personnel in multi-state jurisdictionExpertise in multi-state payroll compliance, tax filings, and labor law regulations, along with strong knowledge of ERISA, IRS, and Department of Labor standardsPrepare and submit certified payroll reports in compliance with California DIR and prevailing wage requirementsEnsure compliance with state, federal, and local wage & hour laws, including overtime and meal/rest break requirementsPartner with Operations and Production to validate timecards and daily reports before payroll processingManage payroll adjustments, garnishments, deductions, and benefit-related changesExecuting payroll accounting tasks, including general ledger postings, reconciliations, journal entries, and preparing quarterly/annual tax filings (Forms 940, 941, W-2).Maintain strict confidentiality of payroll and employee informationRespond to payroll inquiries with discretion and professionalismSupport audits and prepare reports for leadership and external agenciesCollaborate with HR, Finance, and Operations on payroll process improvementsSupport payroll-related projects as the company continues to strengthen the payroll and HR systemsOther tasks as assigned
