Program Analyst (Sr.)
Overview
Client First Technologies currently is seeking a Sr. Program Analyst with extensive experience in data and functional analysis, performance evaluation, strategic planning, and process improvement. The Sr. Program Analyst will work alongside the Program Manager to lead the development, analysis, and implementation of complex client programs and initiatives. Our ideal Sr. Program Analyst will engage with stakeholders across our customer community and lead CFT personnel to accomplish client goals.

Responsibilities
Lead comprehensive program analysis, including cost-benefit analysis, risk assessments, and performance metrics to ensure successful outcomes
Collaborate with the program manager, project managers, and stakeholders to design, implement, and monitor program strategies
Develop detailed project plans, timelines, and deliverables in alignment with the overall organizational objectives
Analyze complex data sets to provide actionable insights and recommendations for program improvement
Analyze a portfolio of programs and initiatives to identify risks, opportunities, and performance improvement initiatives
Prepare and present high-level reports and presentations for senior leadership and stakeholders on program status, outcomes, and key performance indicators (KPIs)
Ensure compliance with all regulatory, legal, and organizational requirements related to the programs
Drive continuous process improvement initiatives by developing process maps, identifying inefficiencies, and proposing solutions to enhance program effectiveness
Facilitate communication between cross-functional teams and external partners, to ensure successful program execution
Monitor program budgets, financial performance, and resource allocation, making recommendations for adjustments as needed
Mentor and guide junior analysts in developing analytical skills and program management techniques
Qualifications
Bachelor’s degree in relevant field
Minimum of eight (8) years of experience
Must be willing to work in Washington, DC at least three (3) days per week
Experience as a program analyst working on program, process, and IT efforts
Demonstrated experience developing briefings and presentations for stakeholders related to business analysis activities
Strong experience with Microsoft Office products
Excellent verbal and written communication skills
Understanding of the Software Development Lifecycle (SDLC), including Waterfall and Agile methods
Ability to work quickly with a high degree of accuracy with cross-functional teams
Preferred Qualifications
Master’s Degree
Experience working with the Department of Veterans Affairs
Experience with Federal Government Planning, including Planning, Programming, Budgeting and Execution (PPBE) Process
Physical Demands
Must be able to sit and stand for extended periods of time
Occasional travel and overtime may be required
Required Clearances and Screenings
This position is subject to a government background investigation and must meet eligibility for a position designated with Moderate Risk sensitivity. Candidates with current Veterans Affairs (VA) Tier 2/Moderate Background Investigation or equivalent (e.g., DoD Tier 3/NACLC, Active Secret) are preferred
