Emergency Medical Services Director

Job Overview:Plans, coordinates, and supervises all operations of the City’s Emergency Medical Services (EMS) Department, including ambulance operations, personnel management, regulatory compliance, budgeting, and community relations. Responsible for ensuring efficient delivery of emergency medical services while maintaining high standards of patient care, employee safety, and operational readiness.This position works under the administrative direction of the City Manager, who reviews work through evaluation of reports, operational effectiveness, public feedback, and personal conferences.Key Responsibilities:·        Plan, direct, and oversee all operations of the Emergency Medical Services Department, including ambulance services, staffing, scheduling, and response coordination.·        Ensure compliance with all applicable local, state, and federal EMS regulations and standards.·        Develop and implement departmental policies, procedures, and operational protocols.·        Prepare annual budgets for submission to the City Manager and monitor departmental expenditures within approved budgetary guidelines.·        Review and approve requests for work, materials, contracts, and purchases of services and commodities.·        Supervise, train, and evaluate EMS personnel to maintain high standards of patient care and operational effectiveness.·        Coordinate with hospitals, healthcare providers, fire departments, law enforcement agencies, and other emergency response organizations.·        Coordinate with the Finance Department to ensure accurate and timely billing, reimbursement processing, and revenue collection for Emergency Medical Services operations.·        Investigate and respond to public questions and complaints related to EMS operations.·        Maintain accurate departmental records and prepare routine and special reports for the City Manager and City Council.·        Monitor and evaluate EMS response performance, staffing needs, equipment maintenance, and operational efficiency.·        Ensure proper maintenance, readiness, and inventory of ambulances, medical equipment, and supplies.·        Represent the City and EMS Department at meetings, conferences, and public events.·        Perform other duties as assigned by supervisory personnel.Assist the City Manager in writing, submitting, managing, and overseeing various grants and special projects (including for other departments as assigned).*The items listed above should not be considered a complete listing of all essential functions and duties required of this position.Education & Experience:·        High school diploma (or equivalent) required; Associate’s Degree in Emergency Medical Services, Healthcare Administration, Public Administration, Fire Administration, or related field preferred.·        Minimum of five years of progressively responsible leadership experience in Emergency Medical Services, Fire Service, public safety administration, or a closely related field.·        Experience supervising personnel, managing operations, budgeting, and coordinating emergency response services preferred.·        Must have and maintain current Oklahoma EMT or Paramedic certification.Qualifications:·        Knowledge of EMS operations, ambulance services, patient care standards, and applicable state and federal regulations.·        Skills in using Windows-based products and Microsoft Office Suite.·        Ability to read, analyze, and interpret professional journals, technical procedures, governmental regulations, and medical protocols.·        Ability to work independently and under pressure, define problems, collect data, establish facts, and draw valid conclusions.·        Strong leadership, organizational, and interpersonal communication skills.·        Demonstrated leadership and management experience in EMS, fire service, or public safety operations.·        Ability to communicate clearly and concisely, both orally and in writing.·        Ability to maintain confidentiality and exercise sound judgment in sensitive situations.·        Willingness to perform assigned responsibilities with professionalism, cooperation, and commitment to departmental goals.·        Possess a valid Oklahoma driver’s license with a clean driving record.Physical Requirements:·        Must be available to work Monday through Thursday 7:30am to 5:00pm, and Friday 7:30am to 11:30am, along with attending regular and special City Council meetings.·        Must be available for emergency call-back and extended hours as required by departmental operations, including nights, weekends, and holidays.·        Ability to sit, stand, and walk for extended periods.·        Ability to hear, speak, and communicate effectively in English, both verbally and in writing.·        Ability to lift and carry up to 50 pounds.·        Must be willing to work under adverse conditions, including exposure to inclement weather and emergency scenes.
