Federal Solutions Engineering Manager (Network Performance & Security)

You will focus on enabling customer success, driving market leadership and elevating our Solutions Engineering talent. You will play a critical role in helping federal agencies modernize their networks, validate mission-critical systems and devices, improve cyber resilience, and optimize performance across cloud, hybrid, enterprise, mobile and tactical environments.This role requires a strategic thinker capable of aligning customer mission requirements with Keysight's industry-leading portfolio of network visibility, cybersecurity validation, application and network testing, and performance monitoring solutions. Your communication skills allow you to comfortably dialogue in private customer meetings as well as deliver compelling presentations in public speaking engagements. Internally, you will report to the Director of Solutions Engineering while working closely with the Federal Solutions Engineers and Director of Federal Sales. You will also regularly engage with Account Managers, Product Management, Business Development, and Executive Leadership to accelerate sales growth and expand Keysight's footprint across the federal market. Externally, you will regularly engage with customers, channel partners, technology partners and FSIs.ResponsibilitiesTechnical Leadership & Team ManagementLead, coach, and develop a team of Federal Solutions Engineers supporting strategic accounts across Federal Civilian, Defense, and Intelligence agencies.Foster a culture of technical excellence, accountability, collaboration, and customer success.Manage territory alignment, resource prioritization, and technical engagement strategies.Conduct regular performance reviews and mentoring sessions to ensure organizational success.Recruit, hire, onboard, and retain top engineering talent.Pre-Sales and Customer EngagementServe as a trusted advisor to customer executives, architects, cybersecurity leaders, and operational teams.Support complex sales engagements through technical presentations, demonstrations, workshops, proof-of-concepts (POCs), and architecture discussions.Collaborate with account teams to develop and execute account strategies that align technical capabilities with customer mission objectives.Translate customer requirements into comprehensive technical solutions and business value propositions.Represent Keysight during customer briefings, conferences, industry events, and executive engagements.Solution Development & ArchitectureGuide solution design efforts involving: Network VisibilitySecurity ValidationAutomated Performance/Load TestingCloud and Hybrid Network EnvironmentsZero Trust ArchitecturesTLS Decryption and Traffic AnalysisAI Performance Validation and VisibilityWi-Fi and 5G Mobile NetworksProvide technical oversight for architecture recommendations, Statements of Work (SOW), and solution proposals.Assist Engineering in developing innovative solutions that address evolving federal mission requirements.Sales Strategy & Business GrowthPartner with Federal Sales Management to identify growth opportunities and maximize pipeline development.Support strategic capture efforts and competitive displacement opportunities.Participate in account planning, opportunity qualification, and technical win strategy development.Develop competitive positioning strategies against network monitoring, security, and testing competitors.Drive consistency in technical messaging and value articulation across the federal sales organization.Cross-Functional CollaborationProvide federal market feedback to Product Management and Product Development teams.Engage with Marketing to participate in campaigns, webinars, white paper authoring, and industry events.Collaborate with other Keysight business units to create cohesive messaging for large government programs. Foster relationships with channel partners, technology partners, systems integrators, and centers of excellence.Work closely with customer success and professional services teams to ensure successful deployments and customer adoption.Operational ExcellenceTrack team performance metrics, opportunity engagement, and technical success rates.Standardize best practices, technical documentation, and engagement methodologies.Maintain awareness of federal acquisition trends, cybersecurity mandates, compliance requirements, and emerging technologies.Ensure the highest level of integrity in alignment with Keysight's Standards of Business Conduct.QualificationsRequired QualificationsBachelor's degree in Engineering, Computer Science, Information Technology, Cybersecurity, or a related technical field.10+ years of experience in networking, cybersecurity, network testing, visibility technologies, or related enterprise technology fields.5+ years of experience leading technical pre-sales, systems engineering, or solutions engineering teams.Demonstrated experience supporting U.S. Federal Government agencies, including Civilian, DoD, or Intelligence Community customers.Proven ability to manage and develop high-performing technical teams.Strong understanding of enterprise networking concepts including: Routing and SwitchingNetwork Security ArchitecturesVirtual/Cloud NetworkingTraffic AnalysisApplication DeliveryNetwork Performance MonitoringExperience delivering executive-level presentations and customer-facing technical engagements.Strong communication, leadership, and relationship-building skills.Ability to travel approximately 25%.Preferred QualificationsExperience supporting network visibility, packet broker, cybersecurity validation, network testing, or observability solutions.Prior experience with Keysight, Ixia, Anue, NetOptics, Spirent, BreakingPoint, or competitive products.Working knowledge of: Zero TrustContinuous Diagnostics and Mitigation (CDM)NIST Cybersecurity FrameworkCMMCFedRAMPExecutive Order 14028 InitiativesProduct Certifications (FIPS, Common Criteria, USGv6, VPAT, SCRM)Experience supporting large federal systems integrators and strategic channel partners.Familiarity with federal procurement processActive Secret, Top Secret, or TS/SCI security clearance.Careers Privacy StatementKeysight Technologies Inc. is an equal opportunity employer.
