Fisheries Management Analyst

OverviewOcean Associates Inc. (OAI), a Virginia corporation established in 2003 that provides consulting and technical services to government, NGOs, and the private sector, is seeking a Fisheries Management Analyst to support the National Oceanic and Atmospheric Administration (NOAA), Office of Sustainable Fisheries (OSF), headquartered in Silver Spring, MD.The role is contingent upon award of a contract and is scheduled to begin July 1 2026. It will be performed remotely/telework, supporting the OSF office.ResponsibilitiesSupport domestic fisheries, the Atlantic Highly Migratory Species Division, and NMFS Regional Offices in implementing the Seafood Executive Order 14276, including eliminating inefficient regulations and developing fishery management actions.Develop, write, and review actions necessary to implement the Magnuson-Stevens Fishery and Conservation Management Act and the Seafood EO.Prepare and draft content of Fishery Management Plans (FMPs) and regulatory amendments.Conduct research and analysis of FMP and other fishery management action requirements and capabilities.Develop alternatives, recommendations, presentations, and support management initiatives.Evaluate studies and analyses, ensuring actions respond to key issues and advance EO implementation.Support environmental analyses such as NEPA, ESA, MMPA, and MSA assessments and integrate them into management actions.Assist in drafting and tracking fisheries management actions for NMFS Regional Offices and Atlantic HMS, ensuring regulatory packages meet standards.Process incoming requests according to established procedures, completing checklists and filing documents.Communicate with regional staff and reviewers to ensure actions meet needs and standards.Assist in preparing the Administrative Record for each regulatory action.Assist with the issuance of permits as requested.Prepare documents for Regional Office, Atlantic HMS, and OSF review.Attend or monitor relevant Regional Fishery Management Council meetings and related technical committees.RequirementsBachelor's degree and three (3) years of experience, or Master's degree, in environmental policy, fisheries management, or a related field.Experience supporting fishery management action writing and analyses.Direct experience working with NEPA, ESA, MMPA, and the MSA.Excellent written and verbal communication skills.Preferred: Experience drafting Fishery Management Plans (FMPs) and regulatory amendments.Knowledge of Administrative Records and Clearance Packages.Experience drafting NEPA Environmental Assessments and Analysis Reports.Ability to work effectively individually and collaboratively in a team.Ability to receive constructive feedback and implement appropriate action.BenefitsThis is a full-time position with benefits.
