Facilities/Capital Projects Engineer
THIS POSITION WILL REMAIN OPEN UNTIL FILLEDThis senior management position will develop and manage multiple facilities and capital projects. Reporting directly to the Director of Project Management, the Facilities/Capital Projects Engineer develops and manages complex mechanical, electrical, plumbing and facilities capital projects, through performance contracting, critical path scheduling, and other best management practices, to ensure the capital improvement and preventive maintenance program is consistent County-wide. In addition, this position plays a key role in developing the County's Capital Plan and implementing the facility plan that was developed for the County's capital assets.Develops and implements projects and programs to assist in development of the County's capital planParticipates in the development, implementation and maintenance of policies, objectives, short-and long-range planningPrepares, analyzes, and manages maintenance operating and capital budgetsProvides professional level engineering development, review, analysis, and recommendations of complex mechanical, electrical, plumbing, and other facility related projects as assignedProvides critical path development and management of assigned projects for scheduling milestones and predicting cash flowDevelops complex repair scopes of work for County owned facilitiesAssists in the development of annual and monthly preventive maintenance plans by contributing and reviewing technical contentInterfaces with regulatory and government agencies, vendors, and contractors on matters related to maintenance operationsAssists in the procurement process for performance, service and repair contractingParticipates in environmental planning and compliance with policies andregulations related to capital projects and operationsActs as a liaison between County Departments when managing repair and capital projectsOther duties as assignedKnowledge of the practices and principles of engineering in a diverse municipal environmentKnowledge of management principles and maintenance practices, procedures, and operationsKnowledge of relevant local, state, and federal regulations, and County protocols and proceduresKnowledge of business and financial practices related to maintenance and capital investmentKnowledge of project management techniques and toolsEffective leadershipEffective negotiation skillsKnowledge of public procurement practicesKnowledge of electronic asset management databases and work order processingAbility to develop and manage capital budgets ,cash flow projections and projectsEstablish and maintain effective working relationships with internal and external contacts such as outside vendors, consultants, engineers, tenants, and contractorsAbility to read, understand, follow, and enforce safety proceduresStrong oral and written communication skillsAbility to provide effective leadership during critical/emergency situationsBachelor's Degree from an accredited college or university with major course work in mechanical or electrical engineering, facilities management, or related field; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities specifically in the fields of facilities management or public entity maintenanceAt least two (2) years of progressive managerial experience in capital projects or maintenance, including direct supervision of maintenance, contractor or consultant workforces (in-house or contracted)Strong background in management of multiple, diverse maintenance functionsDemonstrated experience in strategic planning and project managementDemonstrated experience in finance/budgeting principles and practices; at least two (2) years of experience in budget development/execution and cost analysis preferred"LUZERNE COUNTY IS AN EQUAL OPPORTUNITY & AFFIRMATIVE ACTION EMPLOYER."
