Military Veterans Encouraged to Apply.Job DescriptionThe Rules & Backend Engineer will be responsible for designing, implementing, and maintaining rules processing logic that supports eligibility and enrollment determinations within legacy enterprise platforms. This role focuses on translating statutes, regulations, and policy into executable system logic using established rules engines and application servers. The candidate will work closely with policy staff, business analysts, and system engineers to ensure rules are implemented accurately, consistently, and in compliance with system and regulatory constraints.RequirementsU.S Citizenship required.Must be able to obtain and maintain a Public Trust clearanceThis position is remote but may require occasional onsite meetings in McLean, VA.You can be based out of following states: AZ, DC, FL, GA, OH, ME, MD, SC, TX, UT, VA, NC, OK, WV.Qualifications And ExperienceBachelor's Degree in Computer Science, Information Technology, or a related field.At least 7 years of experience in backend development or rules engineering within enterprise systems.Strong experience implementing and maintaining rules using IBM ODM.Proficiency with Java-based development using Spring and JSP.Hands-on experience supporting applications deployed on Oracle WebLogic.Familiarity with HL7 interfaces or healthcare-related data exchange standards.Experience validating complex business rules and decision logic.Strong analytical and problem-solving skills.Strong attention to detail and accuracy.Excellent communication skills and the ability to work collaboratively with policy, business, and technical teams.Ability to work independently and manage multiple priorities.Preferred QualificationsExperience supporting eligibility or enrollment systems.Experience working in regulated or government environments.Experience maintaining and enhancing legacy enterprise application platformsResponsibilitiesRules Logic Implementation:Design, implement, and maintain rules processing logic for eligibility and enrollment determinations using IBM ODM.Configure and manage rule artifacts to ensure correctness, traceability, and maintainability.Policy-to-System TranslationCollaborate with policy experts and business analysts to interpret statutes, regulations, and policy guidance.Translate policy intent into executable rules and backend decision logic.Backend Application DevelopmentDevelop and maintain backend components using Java, Spring, and JSP.Support rules execution and system workflows hosted on Oracle WebLogic.Legacy Platform IntegrationIntegrate rules logic with legacy applications and services deployed on Oracle WebLogic.Support HL7-driven interfaces and message-based integrations where applicable.Validation And TestingValidate rule behavior through defined test scenarios and rule execution results.Support functional and regression testing of rules logic in coordination with QA teams.Troubleshooting And MaintenanceDiagnose and resolve issues related to rules execution, data inputs, and system behavior.Support defect resolution and production issue analysis related to eligibility and enrollment rules.Collaboration And DocumentationWork closely with system engineers, analysts, and stakeholders to ensure shared understanding of rules logic and impacts.Document rules behavior, assumptions, dependencies, and system interactions.Continuous ImprovementSupport ongoing refinement of rules logic to address policy changes, defect corrections, and system enhancements.Identify opportunities to improve rule clarity, performance, and maintainability within the existing platform.Compensation And BenefitsAt NDi, we value our team and are committed to retaining top talent by offering competitive benefits and compensation packages.
