Director, Housing & Supportive Services Program

DescriptionThis is a leadership position overseeing three different program sites. As such, the Program Director ensures the smooth operations and completion of the work product of the office. This role will oversee a continuum of services for people experiencing homelessness. The programs will be HUD, Rapid Rehousing, and Permanent Support Housing.Tasks To Further This Effort Include The FollowingProvides leadership and coordination for improving Behavioral Health program efficiencies, effectiveness, and overall program quality.Coordinates/conducts in-service training for managers and staff on changes in laws/regulations and standards. Oversees quality and utilization monitoring activities and care coordination.Directs the day-to-day operations of the HUD, Rapid Rehousing, and Permanent Support Housing programs and implements programmatic and administrative policies and procedures to attain program goals and objectives.Supervises the case managers, evaluates employee performance, and recommends human resources actions to the Vice President of Programs.Makes programmatic and administrative recommendations to the Vice President of Programs following the agency/program goals and objectives.Oversees the HUD, Rapid Rehousing, and Permanent Support Housing programs' productivity to meet established standards and ensure continuity of care in providing comprehensive services.Coordinates communication with other service components of the agency and outside agencies involved with agency clients.Provides leadership and coordination for improving HUD, Rapid Rehousing, and Permanent Support Housing program efficiencies, effectiveness, and overall program quality. Provide leadership to HUD, Rapid Rehousing, and Permanent Support Housing program staff through guidance and supervision; foster teambuilding Adheres to the agency's policies and procedures.Serves on agency committees, working groups, and other bodies as assigned.Adheres to the agency's code of ethics and complies with the state mental health code.Carry out ongoing requirements of contracted servicesQuality ControlMaintenance of the Quality Assurance PlanOversight of daily programmatic operations for HUD, Rapid Rehousing, and Permanent Support Housing.Oversight of interviewing, hiring, and training according to company standardsAssist with billing procedures in concert with the Vice President of FinanceConduct routine staff meetings and disseminate directives/info effectively and timely.Ensure necessary training and tools are provided for staff and training guidelines are followed according to agency standards. Ensures effective program budget management including oversight of funds receivable and expenditures. Ability to utilize the federal grant writing platform known as e-Snaps.Assure that all documentation and reporting guidelines/expectations are metServe as an integral part of the agency’s Quality Assurance processAssure the integrity of program treatment model(s) being utilized, where applicableDevelop and oversee a system of clinical staffing for each program supervisedAssure the accuracy of program treatment outcome data submittedParticipate in benchmarking program outcomes against relevant national outcomes data about various service linesAssure that all clients and significant others as well as employees are treated with respect and dignity, and ensure that their rights are preservedAssess, as appropriate, client service provision in terms of performance criteria that reflect sound clinical practicesAdopt/implement/oversee evidence-based clinical practices where possibleOversee program spending, participate in the budgetary process, assure proper calibration of spending based on available dollars, make recommendations to increase or decrease spending where neededII. CLIENT FILE MAINTENANCE Review randomly selected client files each week using an ESL review checklist to ensure all documents are filed, up-to-date, and accurate.RequirementsQUALIFICATIONS:To perform this job successfully, an individual must be able to perform the essential duties satisfactorily. The requirements listed above are representative of the knowledge, skill, and/or ability required.A Master’s degree in a human services-related field is required.Licensure in a human services discipline (e.g. LPC, LCSW, LAC, etc.) is preferred, though not mandatory.Must have a minimum of two (2) years of Supervisory experience in behavioral health.Programmatic experience with HUD-funded services for people experiencing homelessness is required.Experience with writing HUD grants, and working within the federal grant-writing platform called e-Snaps, preferred though optional.PHYSICAL REQUIREMENTS - With Or Without Reasonable AccommodationsThe employee is regularly required to operate a computer, file and retrieve written documents, communicate with others on the phone and in personThe employee is frequently required to walk, sit, use hands, and lift and/or move lightweight itemsAbility to move independently within the facility and communityMust be able to drive within the area programs exist to visit participants and funders in person.Working ConditionsWork is performed in a normal working office setting that is environmentally controlled. The noise level in the work environment is quiet to moderate.Work can also be performed in different centers and residential housing settings, where you would interact with the general public
