Job Summary:The Assistant Emergency Services Manager, under the general direction of the County Emergency Manager, participates in the development and maintenance of the County's emergency management program efforts related to natural disasters, catastrophic events, public health emergencies, and other community and county multi-hazard incident needs. The position assists in the planning, organizing, and maintenance of emergency preparedness, mitigation, prevention, response, and recovery efforts; supports data management, grant funding, public education and outreach, maintenance of alert and/or warning resources and systems, and promotes volunteer and campaign participation.Essential Functions:This is not an exhaustive or all-inclusive list of responsibilities, skills, duties or functions associated with the job.Assist in the planning and coordinating of inter-department, intergovernmental, and interagency emergency management operations and activities; assist local jurisdictions in disaster and other crisis planning and preparedness.Assist in organizing and maintaining training of county staff and partners to the County Emergency Operations Plan (EOP), including basic design, disaster declaration procedures, line of succession, emergency support functions, testing of alert and/or warning systems, and response annexes.Provide direct responsive logistical, planning, and administrative support for Emergency Operation Center to include physical space, internal communications, operating procedures, and staffing structure, as well as for regular exercises and drill programs to assess and maintain the County's ability to respond to, participate in, and recover from emergenciesAssist in the organization and maintenance of mandated reports and progress updates to regulatory agencies; participate and maintain processes needed for preparing documentation required for the coordination of resources between county and state government and other partners; develops grant applications and program proposals to obtain state and federal funding; administers and overseesspecially funded programs and/or projects; develops quality assurance standardsfor reporting requirements and associated documents.* Participate in promoting community outreach, interest in and support of volunteer services, community organizations active in disasters; develop and maintain effective cooperative working relations with a variety of community service organizations and agencies.* Promote volunteer participation and information campaigns related to emergency preparedness, public alert, and warnings, including but not limited to, social media outlets; establish retention, motivation, recognition, and support for volunteers; provide and monitor volunteer training and workshops; assess quality of in-service training and guidance of volunteers; appropriately resolve volunteer/station irregularities or discord; and attend public outreach events.SKILLS/QUALIFICATIONS:This is not an exhaustive or all-inclusive list of responsibilities, skills, duties or functions associated with the job.Any equivalent combination of education and experience, which demonstrates the knowledge, skills and abilities required, will be considered. however, the following is preferred:* Associates degree or higher in emergency management or related field plus 2 years of related working experience involving emergency preparedness, response, and/or recovery.* Four (4) years of relevant working experience that includes supervisory or lead experienceRequired:Must possess, or obtain within 6 months of hire (based on course availability), an Oregon Department of Emergency Management certification that includes the Basic Applied Practices Series (BAPS) for baseline emergency management proficiency.At time of appointment, must possess valid Oregon drivers license.Regular and consistent attendanceKnowledge of the standards and accepted principles of project management and emergency management including federal and state disaster preparedness, response, recovery, and mitigation programs; basic knowledge of federal, state and local regulations, practices and standards relating to disaster management and organization functions and activities of county government; knowledge of working with volunteers, community organizations, and/or multi-agency networking. Skill and ability to: Coordinate and facilitate with other departments and agencies; communicate effectively in both oral and written form; lead, motivate, and train volunteers; relate to and work with various groups/backgrounds of coworkers, agencies, members of the public, vendors, contractors, and other individuals; apply rapidly changing priorities; make decisions independently in accordance with established policies and procedures, use initiative and judgement in completing tasks and responsibilities; translate needs into automated system solutions when possible; utilize problem identification and resolution techniques; remain calm and use good judgment during confrontational or high pressure situations; draft written reports, manuals, guides and/or policies; speak before groups; and be able to comprehend, interpret, and apply applicable legislation, rules, and/or regulations.Background Investigation: While not part of the initial applicant screening, the finalist for this position may be required to pass a criminal history background as part of a contingent offer of employment.Position requires a considerable amount of driving.
