SummaryThis position is located in the Fleet and Family Readiness (F&FR) Division at Navy Region Northwest. The incumbent is responsible for the management, control and accomplishment of assigned functions associated with the Convergence Zone. As a working manager, the incumbent provides, under the direction of the Community Recreation Director, a variety of social and recreational services and programs. This position oversees the operations of the Convergence Zone, Keglers Bar & Grill, and Theater.Duties Help Incumbent plans and promotes and implements a variety of MWR or Community Recreation programs and activities while seeking various partnerships with community organizations and business, in support of MWR programs and base wide special events. Supervises and leads day-to-day operation of multiple programs to which assigned, to include Community Recreation, Bowling, Library, Food & Beverage, and Theater program. Assists in developing a comprehensive Community Recreation Program that includes scheduling, organizing, publicizing, directing and evaluating both recurring and non-recurring activities. Performs supervisory duties with staffing, training and scheduling. Uses creativity to plan, promote and implement Community Recreation programs utilizing numerous facilities within MWR Department. Coordinates leisure skills development activities and classes. Organizes community special events such as comedy shows, holiday events, concerts, festivals. Solicits and assists with negotiating partnerships with both on base and off base organizations. Provides administrative duties and supports through after-action reports, data collection and database administration.Plans, directs and manages a well-rounded facility program which may include dining, social and recreational services, events and related activities.Uses initiative, judgment and originality in food, beverage and recreation program planning, merchandising and control. Applies existing guidelines and develops own supplements and procedures for use by staff (where applicable) to evaluate patron needs and interests. Takes corrective action as required to ensure accuracy of data and effectiveness of systems.Promotes effectiveness and efficiency within the facilities programs using strong organizational and budgetary guidelines and internal controls necessary to provide reasonable assurance of accomplishing management goals and objectives.Meets budgetary requirements, provides customer information requests, etc.Implements established Fleet Readiness training programs that will inform employees of the benefits of their employment and teach them to be thoroughly knowledgeable of their particular duties. Provides adequate supervision to see that those duties are carried out. Ensures equal opportunity employment practices.Directly responsible for all aspects of the program, including full accountability for all employees (whether NAF, military, contractor or other).Works closely with other activity managers, advisory committee members, supervisor, vendors, professional counterparts, outside agencies and organizations, etc, to ensure the program is responsive; all levels of supervision are informed of established program policies, special events, problems or other pertinent information; and that facility and equipment are maintained in good working condition and operational, safety, sanitation, security and other deficiencies are identifies and corrected.Applies financial and accounting knowledge and skills regarding non-appropriated fund entitlements and procedures for a sound fiscal policy, which meet not only program objectives but both short and long term goals.Ensures proper military protocol and decorum are practiced. Conducts activities and programs with normal military protocol, courtesies, and social activities. Promotes and publicizes in every authorized media available to programs, services and facilities on a cost-effective basis to have a well-informed, participating audience.Provides both general and technical guidance and support to program personnel; also provides similar services to patrons and perspective program/facility users.Manages the operation and utilization of associated program and services, assigned assets, personnel, internal controls and related fiduciary responsibilities.May be required to perform duties of subordinate positions.Performs other related duties as assigned.Requirements Help Conditions of employmentMust pass all applicable records and background check.Must successfully pass the E-Verify employment verification check. Applicants are encouraged to be clear and specific when describing their experience level and KSAs.A Qualified Candidate Possess The FollowingKnowledge gained through education and training (i.e Bachelor's Degree in Recreation, Marketing, Business or closely related field) and/or equivalent recreation related work experienceCombination of experience related to customer service and/or activity based functions.Knowledge of recreational programsKnowledge of the goals, principles, techniques and methods of procedures use in organizing, planning and conducting all types of activities.Ability to create, negotiate, implement and sustain partnerships via various MWR agreementsProgram planning and leadership skills to devise and implement a leisure and social recreation programAbility to communicate effectively both orally and in writingEducationThis position does not have a positive education requirement.Additional informationSalary is dependent on experience and/or education.Some positions have special requirements.
