CALIBRE Systems Inc., an employee-owned Management Consulting and Digital Transformation company, is seeking a Budget Analyst to provide assistance within the Defense Information Systems Agency (DISA) to perform budget functions involving the formulation, justification and execution of budgets for organizations, programs or projects. Develop detailed programming and financial planning justification and documentation for inclusion in the Program Objectives Memorandum (POM) and Five Year Defense Program (FYDP) submissions. Analyze trend and developments in DISA’s planning, programming, budget and execution process concerning appropriations, funding priorities and workload management which supports overall program operations. This position will primarily be remote. However, we are asking that candidates are open to being 50 miles from the Fort Meade area.
This support includes, but is not limited to:
Perform budget execution and advanced analysis functions working directly with the DISA Office of the Chief Financial Officer (OCFO/J8) in both general fund and defense working capital fund arenas
Produce budget execution status reports and narratives, auditing documents and briefings ensuring accuracy and timeliness
Scrutinize taskings, gather and consolidate applicable information, interpret data and perform analyses, summarize results, and present organized information to DISA leadership
Support the preparation of budget exhibits and assist in the preparation of supporting justification as well as assist in the development of detailed programming and financial planning and documentation for inclusion in the Program Objective Memorandum (POM), Budget Estimate Submission (BES), and President’s Budget submissions
Validate, process, and analyze funding packages which support DISA and the OCFO's mission as needed
Required Skills
Advanced analysis skills; ability to maintain, track and analyze budget execution of assigned OCFO programs against obligation and disbursements and report accurate financial details to DISA leadership
Exceptional verbal communication skills to interact with all levels within DISA organizations and government leadership
Superior written communication skills to succinctly and professionally create narratives and reports as well as communicate effectively across the organization
Ability to create, maintain, and contribute meaningfully to miscellaneous reports, briefings and spreadsheets to assist with OCFO financial reporting
Excellent organizational skills and ability to work independently while embedded in a small-team atmosphere

Lives within 50 mile radius from Fort Meade
Required Experience
4-year degree in a financial related field
Minimum 3 years related budget experience
Advanced proficiency in Microsoft Office Tools (Word, Excel, PowerPoint)
Active Interim Secret Clearance will be required at a minimum
Understanding of DoD funds types, policies, regulations and procedures is desired
Knowledge of DISA financial systems desired
