Fishery Management Specialist - ESA, NEPA, and Fisheries Consultation Support
OverviewLynker Corporation is seeking to hire eight (8) Fishery Management Specialists to support NOAA's National Marine Fisheries Service (NMFS), West Coast Regional Office (WCR). These are full-time, primarily remote positions supporting scientific analysis, regulatory documentation, and interagency consultation activities. The positions are anticipated to begin on September 30, 2026. Hiring for these positions will be contingent on contract award. Lynker will be operating under its FLOAT joint venture, a NOAA ProTech Fisheries 2.0 prime contract holder. *These positions include program and biological support for WCR's statutory responsibilities under ESA, MSA, FPA, FWCA, and MMPA, including scientific evaluation and preparation of regulatory documents to assess impacts to protected species and habitats. Key tasks will include scientific writing and analyses required in support of recent Executive Orders, Presidential Memoranda, and interagency requests.ResponsibilitiesTasksAnalyze, interpret, and synthesize scientific data to assess environmental impactsPrepare ESA Biological Opinions, Letters of Concurrence, and MSA responsesReview biological assessments, permit applications, and consultation packagesProvide technical assistance to action agencies and applicantsDraft enrollment documentation for programmatic consultationsPrepare NEPA environmental documentationDevelop ESA Section 10 permit documentationRevise documents based on NOAA, General Counsel, tribal, and public feedbackCoordinate with NMFS engineers, Science Centers, and research partnersMaintain administrative records and consultation tracking systemsParticipate in technical teams, meetings, and stakeholder coordination effortsSupport mitigation banking efforts and regulatory complianceAssist with FOIA response documentationDeliverablesESA Biological Opinions, Letters of Concurrence, and MSA responsesNEPA documentation and ESA Section 10 materialsAdministrative records and consultation tracking documentationProgrammatic consultation verification responsesTechnical comments and consultation support documentationMonthly progress reports detailing accomplishments and issuesTechnical presentations and stakeholder support materialsQualificationsMinimum Requirements Bachelor's degree and three (3) years of experience, or a Master's degree , from an accredited college or university in aquatic biology, conservation biology, fisheries management, wildlife management or related field of study, with one year of experience relating to the specific task orderKnowledge of salmonid life cycles and habitat requirementsStrong technical writing and analytical skillsExperience working in team-based, interdisciplinary environmentsProficiency with MS Office and Google Workplace toolsExcellent written and verbal communication skillsPreferred Qualifications: Experience implementing ESA and MSA regulationsExperience preparing federal regulatory documentsExperience assessing impacts to marine, estuarine, or anadromous speciesExperience working with tribal governmentsCertifications/Other Requirements: Valid state driver's license.Place of PerformanceWork will be performed primarily offsite.TravelTravel may be required for coordination meetings, site visits, and trainings (up to approximately two trips per quarter within the West Coast Region).About LynkerLynker is a growing, employee owned business, specializing in professional, scientific and technical services.
