Fiscal Compliance Coordinator
Primary Purpose of Position: The Fiscal Compliance Coordinator is responsible for the accounting, compliance and reporting for the state and federal programs administered by the EHS Department.
Education and Experience: Education and four years of relevant experience or a combination of eight years of experience, training and independent study preferred. A strong knowledge of federal financial regulations is required.
Core Functions:
· Oversee all state and federal program budgets for the EHS Department
o Review and approve Subgrantee budget updates for each of the programs
o Work with Fiscal Officer, Subgrantee staff and Fiscal Directors to ensure accurate and timely submissions
o Assist in the preparation and review of the EHS department operating budget
o Assist in the development of federal State Plans and Budgets and the preparation of applications for federal program funding
o Calculate funding allocations for Subgrantees in collaboration with program managers
o Ensure required monthly, quarterly, and annual reports are filed with the funding source for each program
o Provide regular financial updates to department managers on the status of each program throughout the year
o Analyze and prepare suggestions for fiscal administration of programs
o Provide financial reporting to MaineHousing management, as may be needed from time to time throughout the year
o Collaborate with EHS Management Team and program staff to design programs and development of policies and procedures relating to fiscal operations and compliance
o Collaborate with EHS Management Team to design program documents and guidance
· Program Contracts
o Work with the Management Team and Legal to review contract and amendment language for programs.
o Perform the fiscal review of Subgrantee budgets by program
§ Work with Subgrantee fiscal and program staff for approval and revisions as appropriate
§ Present recommendations for funding to Department Managers
§ Approve Subgrantee budgets and revisions in collaboration with Work Plan review teams
· Conduct annual fiscal and administrative monitoring of Subgrantees
o Prepare risk assessments of each Subgrantee incorporating each program being administered
o Schedule and perform fiscal compliance monitoring of each Subgrantee throughout the course of the year
o Inspect and evaluate administrative and fiscal policies and procedures in order to identify lack of controls, inefficiencies, duplication of effort, fraud, and/or non-compliance with controlling laws, rules and regulations
o Summarize and present any findings/issues for Subgrantee management
o Provide training and technical assistance, as needed, to Subgrantee staff
o Collaborate with Management team to review program productivity
· Work with external auditors on MaineHousing’s annual federal programs audit
· Other duties as assigned
Skills and Knowledge:
· Financial institution and government (fund) accounting knowledge
· Knowledge and understanding of generally accepted accounting principles (GAAP)
· Strong project management, time management, and organizations skills
· Strong PC skills using various software (spreadsheet, word processing, database)
· Ability to establish and maintain good working relationships with business partners
· Excellent communication skills – oral, written, listening
· Written communication skills must include ability to document an issue, provide useful summary of key points, and offer direction and reasoning for direction
· Ability to take initiative, work independently, and utilize creative and analytical skills to resolve issues
Working Conditions: Fast paced environment with multiple priorities, interruptions & deadlines. MaineHousing business hours are Monday – Friday from 8:00am to 5:00pm. A hybrid schedule that includes some telework may be available.

The starting hourly rate for the position is $27.95 ($58,136 annually) plus a comprehensive benefits package, including, but not limited to, health, dental and vision, retirement options with employer match, life insurance, short and long-term disability, employee assistance, generous earned time and all major federal holidays. Employment is eligible for the Public Service Loan Forgiveness Program.
