WV Invests Program Manager

JOB This position is responsible for the day-to-day coordination and administration of the WV Invests Grant Program. This program provides financial assistance of over $7 million in state funding for thousands of students. Classification: Full-Time, Exempt, Non-Classified, Benefits Eligible EXAMPLE OF DUTIES 60% WV Invests Grant Program ManagementIdentifies major program issues and resolutions; awards, disburses, and monitors scholarship funds. Coordinates distribution of program information and legislative changes to interested parties. Coordinates the processing and notification of WV Invests Grant awards and denials.Evaluates student eligibility for financial aid awards.Reviews, evaluates, and responds to WV Invests Grant appeals and deferments. Reviews and updates student status in the FAMS system.Sends financial aid notifications.Manages the disbursement of funds. Assists in resolving students' award issues. Updates and edits application forms and requirements. Tracks student compliance (drug screens, community service, and residing in West Virginia for 2 years once no longer enrolled). Stays abreast of and understand the federal methodology used to calculate the Student Aid Index for establishing student need in determining financial aid eligibility used to determine student eligibility for most financial aid programs at the federal, state, and institutional level. Drafts written guidance and reports for the state-level financial aid program and ensures institutional compliance with West Virginia state regulations pertaining to the state-level financial aid program.Develops and maintains policy and procedures manual for the WV Invests Grant program.15% General Financial Aid Division SupportPrepares, distributes, and interprets financial aid reports for HEPC management, the WV Legislature, the WV Department of Education, County Boards of Education, students, parents, high school, and college personnel and other interested third parties. Adheres to strict deadlines with reporting and program deadlines. Responds to general and specific state-level financial aid program inquiries, (telephone, email, and letter) from students, parents, and counselors. Assists financial aid staff in responding to general federal, private, and institutional financial aid inquiries.Assists with annual audit of institutions participating in West Virginia’s series of state level financial aid programs, including resolving discrepancies.Assists the Senior Director of State Financial Aid with formulation of policy for the WV Invests Grant program.20% Financial Aid Awareness -Presentations and TrainingConducts and coordinates training for institutional financial aid staff, high school counselors, and other interested parties regarding the FAMS system and state-level financial aid programs; prepares training materials about financial aid program rules and procedures, including the agency’s financial aid management system, for use in training sessions with participating institutional financial aid and other staff, school counselors, internal staff and other interested parties. Conducts workshops for parents, students, school counselors on the financial aid application process and the delivery of financial assistance; provides expertise regarding state-level financial aid programs and in the financial aid need analysis process for the West Virginia Financial Aid Advisory Board, HEPC staff, West Virginia Board of Education, and other interested parties; assists students and parents in the completion of the Free Application for Federal Student Aid (FAFSA) both on site and at high schools and other facilities where events are held; presents state-level financial aid sessions at state-wide conferences/workshops5% Perform other duties as assigned.
