Contact ZelTech Recruiters for questions concerning this matter. *Join Our Talent Community to Stay Connected!This position is contingent upon contract award*Work Location: Virginia Beach, VA (Onsite or Hybrid depending on department policy).Job SummaryThe City of Virginia Beach is seeking a detail‑oriented and highly analytical Compliance Analyst to support citywide compliance efforts, ensuring municipal operations adhere to applicable laws, regulations, internal policies, and best practices. This role helps safeguard the city’s integrity, operational consistency, and public trust by monitoring compliance risks, supporting audits, and guiding departments through regulatory requirements.The ideal candidate is organized, collaborative, and committed to promoting accountability and transparency across city operations.ResponsibilitiesRegulatory & Policy ComplianceMonitor city operations for compliance with federal, state, and local regulations.Review and interpret regulatory requirements and communicate impacts to city departments.Assist in developing, updating, and implementing compliance policies, procedures, and standards.Track regulatory changes and emerging compliance risks that may affect city operations.Compliance Monitoring & AssessmentConduct compliance reviews, internal assessments, and operational audits to identify gaps or risks.Evaluate departmental processes and recommend corrective actions or improvements.Maintain compliance tracking systems, logs, and documentation repositories.Support the development of compliance dashboards, metrics, and reporting tools.Incident Review & Corrective Action SupportAssist in investigating compliance‑related incidents, policy violations, or operational concerns.Document findings, root causes, and recommended corrective actions.Work with departments to implement remediation plans and verify completion.Training, Communication & Stakeholder SupportProvide guidance and support to city departments on compliance requirements and best practices.Assist in developing training materials, awareness campaigns, and educational resources.Serve as a point of contact for compliance inquiries and coordination needs.Documentation & ReportingPrepare compliance reports, summaries, and presentations for leadership and stakeholders.Maintain accurate and organized documentation of assessments, findings, and compliance activities.Support transparency and accountability through clear, consistent reporting.RequirementsMust be a US citizen.Bachelor’s degree in Public Administration, Business Administration, Legal Studies, Risk Management, or related field; OR 4 or more years of relevant experience in lieu of a degree.2–4+ years of experience in compliance, auditing, policy analysis, risk management, or related fields.Strong analytical, research, and problem‑solving skills.Excellent written and verbal communication abilities.Proficiency with Microsoft Office tools and data‑tracking systems.Ability to work collaboratively with diverse stakeholders across city departments.Successful background and drug screening check.Preferred RequirementsExperience working in local government, public‑sector compliance, or municipal operations.Familiarity with regulatory frameworks relevant to public administration, safety, HR, procurement, or operational compliance.Experience conducting internal audits or compliance assessments.Certifications such as CCEP, CRCM, CRMA, or similar compliance‑related credentials.Experience with compliance management software or workflow tools.Core CompetenciesCompliance & Policy AwarenessAnalytical Thinking & Problem SolvingCommunication & CollaborationAttention to DetailEthical Judgment & AccountabilityPublic‑Service OrientationPhysical Demands Or Work EnvironmentThe work environment characteristics and physical demands described here are representative of those an employee encounters while performing the essential functions of this job.
