Description The Red Gate Group is seeking an experienced Program Analyst to support the Defense Intelligence Agency (DIA) Chief Information Officer. In this role you will serve as a Program Analyst supporting the Application Services Team (CIO-5D) within the Defense Intelligence Agency's Integrated Planning and Audit Division. This position provides analytical support for enterprise application portfolio management, application rationalization, and IT modernization initiatives across the DIA CIO environment. Responsibilities:Maintain and update the Book of Applications (BoA) / Application Portfolio Management repositoryTrack application lifecycle status, ownership, and dependencies across the enterpriseAnalyze application data to identify redundancies, gaps, and rationalization opportunitiesPerform qualitative and quantitative analysis of application performance metrics and key performance indicatorsCreate, validate, and maintain reports and dashboards for AST leadershipUse data and process analytic techniques to identify dependencies between IT systems and capabilitiesSupport application rationalization initiatives to reduce redundant capabilitiesAnalyze enterprise applications for alignment with DIA strategic goals and IC ITE requirementsProvide recommendations for application consolidation, migration, or retirementCoordinate with CIO divisions (CIO-3, CIO-5B, etc.) on application-related mattersSupport cross-functional collaboration on enterprise IT planning initiativesEngage with application owners and stakeholders to gather requirements and validate data Qualifications: • Active TS/SCI (CI Poly Preferred) • 8 years of experience related to the specific labor category with at least a portion of the experience within the last 2 years • Master's degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education; or have Bachelor's degree related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education and an additional 5 years ofrelated senior experience, for a total of 13 years, as a substitute to the Master's degree Travel Requirements:Travel will be required within Washington National Capital Region (NCR) on an as-needed basis for customer or corporate requirements. Level of Responsibility:Work includes the exercise of discretion and independent judgment concerning matters of administrative/operational needs. Level of Supervision Required:The supervisor sets the overall objectives and resources available. The employee plans and carries out the assignment resolves most of the conflicts, coordinates work with others and interpret policy on own initiative. The employee keeps the supervisor informed of progress, potentially controversial matters, or far-reaching implications. Work Environment:This job operates in a professional office environment.
