Performs related technical, administrative and supervisory work as required. Reports to the County Engineer.Examples of DutiesESSENTIAL JOB FUNCTIONSDirects and supervises duties of assigned technical staff. Supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; allocating personnel; acting on employee problems, and recommending employee discipline and discharge.Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers training, advice and assistance as needed.Researches and compiles basic project data; prepares scopes of work, estimates and specifications; prepares conceptual designs in compliance with budgetary restraints.Coordinates design process with local, state and federal agencies, as well as other County departments, contractors, developers, engineers, land surveyors, architects, attorneys, environmental agencies / special interest groups, and other parties as necessary.Coordinates pre-construction conferences.Prepares contracts; prepares and processes contract change orders; reviews contractor pay requests.Provides on-site construction supervision to ensure that projects are being constructed in accordance with plans, specifications, applicable codes, and established schedules and contracts.Schedules and participates in project inspections.Receives and responds to inquiries, requests for assistance, concerns and complaints regarding division projects.Keeps abreast of trends and issues in engineering by reading professional and technical publications and attending conferences, workshops, professional meetings, etc.Receives and reviews various records and reports including bid documents, inspection reports, plans, specifications, easement documents, change orders, pay requests, budget documents, etc.Prepares a variety of documents, including but not limited to performance appraisals, technical reports, plans, specifications, bid documents, cost estimates, contracts, project status reports, change orders, field inspections, and various other records, reports, memos and correspondence.Refers to policy and procedure manuals, computer manuals, safety manual, engineering manuals, architectural and engineering drawings, budget manual, plats, maps, codes, ordinances, specifications, etc.Operates a vehicle and a variety of equipment such as a computer, calculator, telephone, surveying equipment, metal detector, meters, camera, video camera, etc.Uses computer and clerical supplies, drafting instruments, measuring devices, survey tools, etc.Interacts and communicates with various groups and individuals such as the immediate supervisor, other County department/division heads and personnel, subordinates, committee and task force members, civic / community organizations, other government agencies, consultants, architects, engineers, contractors, surveyors, and the general public.NON-ESSENTIAL JOB FUNCTIONS:Performs general administrative / clerical duties as required, including preparing reports and correspondence, entering and retrieving computer data, attending meetings, copying and filing documents, etc.PHYSICAL REQUIREMENTS:Tasks involve the ability to exert moderate, though not constant, physical effort, typically involving some combination of climbing, balancing, stooping, kneeling, crouching and crawling, and the lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (up to 20 pounds).PERFORMANCE INDICATORS / KNOWLEDGE OF JOBHas thorough knowledge of the methods, procedures and policies of the Engineering Department as they pertain to the performance of duties of the Construction Manager. Has thorough knowledge of the organization of the Department and of related departments and agencies. Has considerable knowledge of the functions and interrelationships of the County and other governmental agencies. Is knowledgeable in the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position. Has knowledge in the areas of general construction, engineering drafting and design, county services and methods of construction and operation, contract administration. Is able to make sound, educated decisions. Has the ability to help plan and develop daily, short- and long-term goals related to County purposes. Is able to ensure compliance with all laws and regulations and help control the activities of the division through effective supervision of assigned staff. Knows how to apply supervisory and managerial concepts and principles; has knowledge of administrative principles involved in developing, directing and supervising various programs and related activities. Has the ability to offer instruction and advice to subordinates regarding departmental policies, methods and regulations. Is able to perform employee evaluations and to make recommendations based on results. Has the ability to offer training and assistance to co-workers and employees of other departments as required. Is able to take the initiative to complete the duties of the position without the need of direct supervision. Has the ability to plan, organize and prioritize daily assignments and work activities. Has the ability to learn and utilize new skills and information to improve job performance and efficiency. Is able to read and interpret relatively complex materials pertaining to the responsibilities of the job. Is able to assemble and analyze information and make written reports and records in a concise, clear and effective manner. Has thorough knowledge of the terminology and various professional languages used within the department. Knows how to maintain effective relationships with personnel of other departments, professionals and members of the public through contact and cooperation. Has knowledge of proper English usage, vocabulary, spelling and punctuation. Is able to make required mathematical computations with accuracy and speed. Has thorough knowledge of modern office practices and technology. Has knowledge of and skill in the use of computers for word processing and records management. Has some general knowledge of and skill in using survey equipment, drafting instruments, and other specialized equipment used in engineering design and inspection. Has knowledge of applicable occupational hazards and safety precautions. Is able to work safely and effectively despite occasional exposure to adverse weather conditions, extreme heat or cold, wetness, humidity, construction / traffic hazards, working at heights or in confined spaces, etc. Knows how to react calmly and quickly in emergency situations.Typical QualificationsEDUCATION, EXPERIENCE AND CERTIFICATION REQUIREMENTSRequires an Associate's degree in engineering, drafting, construction management, or other relevant field supplemented by three to four years of progressively responsible experience in public works construction and engineering operations, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.Must possess a valid state driver's license.CEPSCI certification strongly preferred or required within six months of hire.Aiken County Government offers a complete benefits package to full-time employees including health care, dental, vision, state retirement, deferred compensation plans, flexible spending accounts, life insurance, long-term disability, holidays, vacation, and sick leave.
