Equipment & Compliance Officer — Heavy Civil Construction

We're a growing team investing in strong systems, and we're looking for someone who wants to help us build something lasting.About the RoleWe're hiring an Equipment & Compliance Officer to own our safety program, DOT/fleet compliance, and equipment maintenance strategy company-wide. This is a hands-on role that splits roughly 60/40 between office and field — you'll be in the office managing compliance files, renewals, and documentation, and out on job sites walking projects, meeting with foremen, and following up on corrective actions.You'll be the point person for:OR-OSHA and FMCSA complianceOur fleet of ~75 vehicles (light trucks through dump trucks, water trucks, and trailers)Our heavy equipment fleet of 50+ excavators, loaders, dozers, and attachmentsJob site safety standards, incident response, and training coordinationThere's a real opportunity here to own and build. Some programs are mature; others need to be created from the ground up. We're not expecting you to be an expert in every area — we'll partner with you where you have gaps, and give you room to lead where you're strong.What You'll DoOwn Northcore's written safety program and lead job site safety walks across both regionsSet the tone for foreman-led weekly safety meetings — rotate through crews, observe, and give feedbackLead incident response, investigation, root cause analysis, and OR-OSHA filingsOversee DOT compliance across our CDL fleet — USDOT registration, vehicle inspections, IFTA/IRP filings, and annual renewalsPartner with HR on DQ files, medical cards, and DOT random drug & alcohol testingDevelop and run our preventive maintenance program for heavy equipmentManage the auto and equipment insurance broker relationship and annual renewalsTrack certification expirations (CDL, medical cards, flagger, CPR, competent person)Coordinate new-hire safety orientation with HRMaintain OSHA 300/300A/301 logs and keep all compliance files audit-readyBuild written SOPs where they don't exist yetWhat We're Looking ForRequired5+ years of combined experience in construction safety, DOT/fleet compliance, or heavy equipment managementOSHA 30 (Construction) certification, or ability to obtain within 90 daysWorking knowledge of FMCSA regulations (Parts 382, 391, 395, 396)Experience with driver qualification files, medical card tracking, and drug & alcohol testing programsExperience coordinating preventive maintenance for heavy equipment or commercial vehiclesProficiency with Microsoft Office and comfort learning new systemsValid Oregon driver's license and clean MVRStrongly PreferredFirst Aid / CPR Instructor certificationBackground in heavy civil construction or a similar self-performing contractorExperience building programs or SOPs from scratchNice to HaveCHST, ASP, CSP, or comparable safety credentialsCDL (current or prior)Experience with Viewpoint Spectrum or similar construction ERPWho Will Thrive HereYou'll do well in this role if you:Take ownership instead of waiting for directionHave the judgment and backbone to stop work when safety requires itMove easily between the field and the office — comfortable in a truck or behind a deskWrite clearly and coach people wellSee a gap and close it with a practical, documented solutionHold yourself and others to high standards without being combativeWhat We OfferCompetitive compensation at market rate, based on experience and qualificationsMedical, dental, and vision insurance401(k) with company matchPaid time off and paid holidaysCompany vehicle or vehicle allowance for field travelProfessional development and certification supportA team that respects hard work, clear communication, and doing things the right wayBenefits:401(k)401(k) matchingAD&D insuranceDental insuranceHealth insuranceLife insurancePaid time offVision insurance
