ORIGINAL POSTING DATE IS 08/12/2025Roswell Independent School DistrictJob DescriptionJob Title: SAFE SCHOOL LIAISONReports To: DIRECTOR OF SECONDARY EDUCATIONGeneral Job Description:As the Safe School Liaison, promote and maintain a safe and secure environment for the Roswell Independent School District's schools and work sites. Plan and implement programs designed to reduce school violence, including school safety and security drills. Conduct training of staff, law enforcement, security guards, family engagement and education activities designed to teach awareness and prevention about school violence.Essential Duties and Responsibilities:Administer the District Emergency Management System: individual accounts of all users (staff, law enforcement, and first responders).Provide information technology assistance, personal data updates and staff training to all RISD personnel.Manage the platform for effective use of the panic button in order to provide up to minute information and coordinate a cohesive security response by all involved agencies during a crisis.Knowledge of Roswell and Chaves County cartography. Create and manage active maps of all RISD schools, maintaining proper call lists, and safe school plans.Manage Crisis Team response: develop, execute and complete assignments, organize team roles and evaluate employee performance during crisis calls.Ensure RISD behavioral threat assessment protocols are followed.Conduct site threat assessments at RISD schools for the purpose of identifying security shortcomings and the opportunity for making improvements.Develop and maintain Safe School Plans for all RISD schools and facilitate the three-year cycle revisions.Document operational tasks and report to supervisors and Superintendent.Prepare written reports for the purpose of documenting activities, providing written reference, and/or conveying information. Use data for program improvement.Collaborate with community agencies (law enforcement, fire department, School Resource Officers, courts, mental health providers, emergency management, etc.) for the purpose of addressing individual cases and/or taking action regarding school crisis response, criminal activities, vandalism, threats on schools, etc. for the safety and security of the school site.Conduct, monitor and evaluate fire drills, evacuation drills, lock down drills and other emergency procedure drills for the purpose of complying with established state mandated guidelines. Provide feedback to school administration and staff utilizing needs assessment data, threat assessment data and observation in order to improve crisis response.Provide approved active shooter training to all RISD staff on an annual basis in conjunction with theoretical emergency drills.Maintain all licenses, accreditations, and instructor disciplines.Instruct all RISD staff on casualty care, reality-based training, active shooter response, defensive tactics, firearms, verbal persuasion, and proper crisis response.Assist with Security Guard Meetings. Develop, maintain and provide state accredited security guard training for all security guards to a minimum Level II certification.In conjunction with law enforcement personnel, supervise School Resource Officer(s) to cohesively establish the lawful enforcement of safety and security within the boundaries of our schools.Ensure safety and provide site security: Patrol school facilities, provide visibility, and deter criminal activities, direct students, school personnel and/or visitors.Assist RISD staff with home visits and/or high-risk parent meetings.Respond to emergency situations in progress at RISD schools and be able to subdue individuals both physically and verbally.Page 1 of 3Roswell Independent School DistrictSAFE SCHOOLS LIAISON (CONT'D)Assist with administrative duties: deliver official notices to staff in care of the RISD HR Department; attend in-district hearings as needed; assist RISD principals in establishing and addressing efficient operations; and communicate safety and security policies and enforcement procedures to stakeholders.Participate and plan professional development opportunities.Conduct unit meetings for surrounding law enforcement agencies, first responders for the purpose of conveying and/or gathering information required to create a cohesive emergency response.Assist administrators with incidents including personal injuries, altercations, suspicious activities, rule violations, etc. and refer to appropriate site personnel and/or police for the purpose of ensuring follow-up in accordance with site security and student safety guidelines.Provide security consulting on construction and renovation projects.Knowledge of state and federal laws pertaining to schools, students, staff and law enforcement.Work collaboratively with district attendance officer, homeless liaison, School Resource Officers, community school leads and support staff to ensure student attendance and facilitate academic success.Develop and maintain an anonymous reporting system for student-related concerns involving schools.Serve as a team player and role model for other employees in the organization, demonstrating a commitment to organizational success and continuous improvement processes.Ensure a safe, secure, and legal work environment.When assigned by Superintendent, be a spokesperson to represent RISD in regards to security, including but not limited to speaking at civic organizational meetings, school board meetings, podcasts and newspaper articles..Qualifications:.Bachelor's degree from an accredited university preferredMinimum of 15 year's law enforcement experience; experience in the educational setting is preferredMaintain a New Mexico Department of Public Safety Instructor license.Maintain all licenses, accreditations, and instructor disciplines: L.I.C.E. certification, NM Level II security guard instructor, NM Level III security guard license.Self-motivated with strong planning, organizational, analytical and leadership skills including task management through use of technology.Valid driver's license, personal vehicle with car insurance.Physical Requirements:* Sitting, standing, lifting and carrying (up to 40 pounds), climbing stairs, reaching, squatting, kneeling, having full mobility of fingers/hands, and moving light furniture may be required., unless ADA accommodations have been mutually agreed on and does not create an undue hardship upon the district.* Meet New Mexico Department of Public Safety physical fitness standards for a police officer. (Push-ups, sit-ups and 1.5-mile run)Safety and Health:* Knowledge of universal hygiene precautions (blood borne pathogens, body fluids, etc.)Equipment/Material Handled:* Must know how to properly operate, or be willing to learn to operate, multi-media equipment including current technology as needed.* District cell phone to receive school alert throughout the day and be able to respond at a moment's notice to safety or security threats.Page 2 of 3Roswell Independent School DistrictSAFE SCHOOLS LIAISON (CONT'D)Work Environment:Must be able to work 242 days per year within various degrees of noise and temperature. Interruptions of work are routine. Flexibility and patience are required. Must be self-motivated and able to complete job assignments without direct supervision. After hours work may be required. May make site visits when needed. May work under stressful conditions on occasion.Terms of Employment:Salary and work year to be established by the Board.
