SummaryJob DescriptionThe NASA/Ames Fire Prevention Officer for Fiore Industries, Inc. is responsible for the overall fire prevention services at the NASA/Ames site, providing efficient and effective protection of human and property resources at the site, per NASA’s Fire Services Contract at Ames Research Center.The Fire Prevention Officer is expected to manage client services in accordance with contract requirements, post orders, policies, and procedures, as well as local, state and federal laws and regulations.SkillsIn addition to fire safety and structural and ARFF firefighting skills, the position requires strong leadership and relationship building skills. Position requires positive communications and relationships with the client, NASA Ames Research Center and its tenants, the Prime Contractor, the fire department, fire union, and the local community.Duties/ResponsibilitiesMaintain a Fire Prevention Program that complies with NASA-STD-8719.11 and NFPA Codes and Standards. This program is responsible for fire prevention activities on the location including but not limited to facility fire safety inspection, identification of fire hazards, identifying fire safety deficiencies, and issuing hot work permits. Document number of fire hazards reported, and the number resolved in accordance with DRD.1.0-2, NFSC Performance Metrics and Workload Indicator Report.Perform fire inspections for mission-essential and hazardous operations facilities semiannually, at a minimum.Provide fire inspection reports and retain reports electronically.Participate in facility or pre-hazardous operational walk downs.Perform fire inspections for all facilities at least annually, at a minimum; identify fire hazards and discrepancies; and process reports and corrective actions in accordance with NASA-STD-8719.11 and NFPA Codes and Standards.Resolve issues involving the identification of fire hazards with the facility manager. Issues that cannot be resolved by the inspector shall be brought to the attention of the location AHJ for resolution.Track all fire hazards and discrepancies until closure.Notify the location AHJ of all fire discrepancies not corrected within one year of being detected.Issue hot work perm its, space heater permits, and flammable/combustible liquid storage, small appliance permits at all work sites.Ensure fire safety education training is provided every two months to aid the fire protection workforce in recognizing and eliminating fire hazards and reporting fire or emergency situations.Develop and publish an annual brief focused on fire prevention as part of fire prevention week. Fire Prevention Week observed on the Sunday through Saturday period in which October 9th falls.Develop and publish quarterly briefs focused on fire prevention as part of the public education fire safety program.Conduct at a minimum annual fire evacuation drill on all facilities occupied with ten or more occupants and maintain documentation of each drill. Document evacuation drills in accordance with DRD.1.0-2.Conduct monthly evacuation drills for the Child Development location.Maintain a Fire Protection Program to matters relating to fire protection including type of construction, occupancy classification, facility separation, water supplies, fire alarm detection systems, standpipe systems, suppression systems, and life safety requirements.Provide code compliance consultation services.Provide annual facility fire risk analyses and fire protection surveys for mission essential and hazardous operations facilities. Document number of surveys produced in accordance with DRD.1.0-2.Review utility outage impacts and identify life safety and fire protection concerns. Document number of outages in accordance with DRD.1.0-2.Review and submit comments for compliance of design deliverables on all new, refurbishment, and modification facility projects. Reviews are typically held at the 30, 60, and 90 percent stages of a facility project. Document the number of design reviews, site requests, constructions shop drawings in accordance with DRD.1.0-2.Provide support for facility projects site plan approval requests.Review and submit comments of construction shop drawings.Review and submit comments for equipment installation in hazardous locations.Witness all final acceptance tests of fire protection systems to ensure compliance with approved design documents and applicable codes and standards. Document the number of acceptance tests in accordance with DRD.1.0-2, NFSC Performance Metrics and Workload Indicator Report.Perform fire hydrant flow tests for new or modified fire suppression systems.Maintain documentation on available flows from Location fire hydrants and provide reports to the location's AHJ.Review fire operations flow test results to determine any hydraulic gradient issues and report discrepancies to the location's AHJ.Attend annual NASA Fire Coordinators Meeting.Investigate all fires using a qualified fire investigator and submit findings to location's AHJ.Provide tools and equipment necessary to perform fire/explosion origin and cause investigation.Attend annual refresher training, at a minimum, the International Association of Arson Investigators, "International Training Conference," or equivalent.
