CFSS Program Manager
Robert Half is partnering with a Twin Cities, MN based client in search of a CFSS Program Manager to join their team in a permanent capacity to manager their Community First Services & Supports program. This role will lead a team of supervisors who deliver direct patient care through a team of Personal Care Assistant's that partner with clients throughout Minnesota. This role will be responsible for establishing and updating policies and procedures related to the CFSS/PCA industry standards, ensuring compliance with all DHS and corporate regulations and standards, and contribute to building and maintaining a successful working culture with a staff of caregivers. Candidates must have experience leading and administering a PCA or CFSS based program and 2+ years of staff leadership experience. Specific duties will include:• Lead program management efforts, including the development and implementation of new strategies• Develop and update training materials• Lead and oversee a team of supervisors providing direct patient care through a network of larger PCA teams• Coach developing staff on complex situations that arise within the business• Ensure compliance with DHS regulations and organizational standards• Screen and assess candidates for positional fit within the organization and with clients• Develop and update program policies and procedures• Coordinate onboarding of new hires, including shadowing, system training, and delivery of program specific training• Facilitate bi-monthly staff meetings and additional program meetings as needed• Promote company values throughout the organization• Build and maintain key internal and external relationships with partners such as case management, lead agencies, and community stakeholders• Identify and leverage team strengths to improve performance• Maintain professional and technical knowledge• Represent the organization at industry events as needed• Participate in internal and external committees and task forces• Provide operational coverage as needed• Model leadership behaviors aligned with organizational valuesRequirements• Bachelor's degree and 5+ years of experience in a human service or health care related field• Must meet DHS requirements to be a Supervising Professional (RN, Licensed Social Worker, or qualifying degree/experience combinations)• Minimum of 2 years of management experience in a human services or health care field• Demonstrated knowledge of services for people with disabilities and older adults, including agency model Community First Services and Supports (CFSS), person-centered service delivery, and applicable Minnesota DHS regulations• Familiarity with DHS audits, documentation standards, and compliance risk for CFSS• Strong critical thinking, creativity, and problem-solving skills• Excellent organizational, communication, and interpersonal skills• Knowledge of federal and state statutes related to services for people with disabilities and older adults in Minnesota
