Program Analyst

VISTA Technology Services, Inc. (VISTA) is currently seeking a Program Analyst to support a NAVSEA Acquisition Sustainment Program Office. This is a hybrid position reporting on-site 3-4 days a week in Crystal City, VA.ResponsibilitiesProvide program analyst support to a NAVSEA Acquisition Sustainment Program Office contributing to effective analysis and management of incoming and outgoing action items assignedDevelop funding trackers, perform analysis and develop spend plans to provide program summaries Assist with Task PlanningDevelop schedulesCollect and analyze allocation, obligation and expenditure data and provide status updates including trends and risksEngage with stakeholders and build relationships with program acquisition, logistics and field activity teams to facilitate decisions and effectivenessSupport Navy budget program review processes and brief updates including Program Objective Memorandum (POM), Baseline Assessment Memorandum (BAM), and congressional requestsProvide quick turn-around research and response for data callsDevelop presentations, facilitate brief updates, provide meeting support and track action itemsManage and prioritize multiple tasks and work independently as well as with a team in a fast-paced environmentBasic QualificationsMaster’s Degree OR a Bachelor's Degree AND 5+ years of relevant acquisition program analyst experience, OR an Associate’s Degree AND 10 years of relevant acquisition program analyst experienceExperience with Task Planning and engaging with stakeholdersExperience developing schedulesExperience tracking allocations, obligations, expenditures and performing analysis Experience supporting Navy processes and brief updates including POM, BAM, and congressional requestsExperience developing presentations, facilitating brief updates, providing meeting support, and tracking action itemsKnowledge of the Navy's Spares and Acquisition Sustainment PhaseKnowledge of NAVSEA Enterprise Planning System (NEPS) to track allocations, obligations, expendituresStrong critical thinking, analytical, problem-solving, research, attention to detail and organizational skillsProficient with MS Office 365 Suite (Word, Excel, PowerPoint, MS Teams, etc.) and SharePointActive DoD Secret ClearanceSalary at VISTA is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $125,000.00 to $140,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of VISTA's total compensation package for employees.
