This position is responsible for vendor management, maintenance coordination, property inspections, regulatory compliance, budget oversight, and supervising the leasing consultant. The Property Manager serves as a critical bridge between property operations and supportive services, fostering housing stability through trauma-informed property management practices. Full-time (40 hours/week) with flexible scheduling based on program and property needs.Specific Duties and Responsibilities: The statements describe essential functions but are not all-inclusive. Individuals may perform other duties as assigned. Percentages estimate the time spent on each duty.Property Operations and Maintenance Management: Oversees day-to-day operations of the 112-unit Permanent Supportive Housing propertyConducts regular property inspections to ensure compliance with housing quality standards (HQS), safety codes, and habitability requirementsCoordinates preventive maintenance schedules with Maintenance personnel and oversees the timely completion of repairsManages relationships with vendors, contractors, and service providersSolicits bids, negotiates contracts, and monitors vendor performanceEnsures emergency maintenance requests are addressed promptly and appropriatelyMaintains property grounds, common areas, and building systems in excellent conditionOversees turnover processes, including unit preparation, inspections, and make-ready coordinationImplements property improvement projects within budget parametersMaintains inventory of property assets, supplies, and equipmentEnsures properties meet all local, state, and federal safety and building code requirementsRegulatory Compliance and Quality Assurance: Prepares properties for move-ins and coordinates annual HQS inspections and other regulatory reviewsMaintains a comprehensive understanding of Section 8, PSH, and affordable housing program requirementsDevelops and implements property policies and procedures in alignment with best practicesEnsures full compliance with HUD regulations, Fair Housing laws, and funding source requirementsEnsures tenant files contain all required documentation and meet audit standardsMonitors compliance with lease agreements and occupancy requirementsCoordinates fire safety inspections, building inspections, and certification renewalsMaintains accurate records of all inspections, violations, and corrective actionsImplements corrective action plans to address compliance deficienciesStays current on changes to housing regulations and updates procedures accordinglyPrepares detailed compliance reports for funders, regulatory agencies, and leadershipFinancial Management and Budgeting:Develops and manages annual property operating budgets for the PSH portfolioMonitors expenses and maintains budget controls to ensure fiscal responsibilityProcesses vendor invoices and maintains accurate accounting recordsTracks capital improvement needs and develops multi-year maintenance plansAnalyzes property financial performance and provides regular reports to leadershipManages security deposit accounts and ensures proper handling of tenant fundsOversees rent collection processes and collaborates with the leasing consultant on accounts receivableIdentifies cost-saving opportunities while maintaining quality standardsPrepares financial projections for property acquisition and development planningCollaborates with the finance team on budget variance analysis and forecastingTeam Leadership and Supervision: Oversees leasing operations, including tenant screening, lease execution, and move-insEnsures team maintains trauma-informed, person-centered approach to tenant interactionsFacilitates regular team meetings to coordinate property operations and address challengesProvides training on Fair Housing, safety protocols, and property management best practicesReviews and approves lease agreements, rent calculations, and tenant documentationSupports conflict resolution between staff members and promotes collaborative teamworkDelegates tasks effectively and monitors completion to ensure operational efficiencyTenant Relations and Community Development: Serves as an escalation point for complex tenant concerns and lease violationsCollaborates with the case management team to support tenant housing stabilityAddresses tenant complaints professionally using trauma-informed de-escalation techniquesFacilitates community meetings and tenant engagement activities as appropriateWorks with residents to foster positive community culture and mutual respectCoordinates lease enforcement procedures while prioritizing housing retentionParticipates in eviction prevention efforts in collaboration with the supportive services teamMaintains professional boundaries while demonstrating compassion and respectSupports reasonable accommodation requests in compliance with Fair Housing requirementsKnowledge, Skills, and Abilities:Comprehensive knowledge of property management principles, practices, and regulationsStrong understanding of HUD programs, Fair Housing laws, and affordable housing complianceProven experience with budget development, financial management, and expense controlExcellent vendor management and contract negotiation skillsKnowledge of building systems, maintenance practices, and construction terminologyProficiency in property management software and Microsoft Office SuiteStrong leadership abilities with experience supervising and developing staffExceptional organizational skills with the ability to manage multiple properties and prioritiesExcellent problem-solving skills and sound decision-making abilitiesStrong written and verbal communication skillsUnderstanding of trauma-informed care and harm-reduction principlesAbility to maintain confidentiality and exercise professional judgmentValid driver's license and reliable transportation for property site visitsCrisis management rightQualifications:Bachelor's degree in Property Management, Business Administration, Real Estate, or related field preferred; equivalent experience consideredMinimum 3-5 years of property management experience, with affordable housing or supportive housing strongly preferredIn-depth knowledge of HUD regulations, Fair Housing laws, and housing quality standardsExperience with budget management and financial oversightFamiliarity with Section 8, PSH, or other subsidized housing programsStrong understanding of landlord-tenant laws and lease administrationExperience managing vendor relationships and maintenance operationsProficiency in property management software and database systemsCertified Property Manager (CPM) or similar certification preferred but not requiredExcellent interpersonal skills and ability to work collaboratively across departmentsCommitment to trauma-informed practices and serving vulnerable populationsValid driver's license and ability to travel between property sitesPhysical Requirements:Ability to conduct property inspections, including climbing stairs and accessing all areas of buildingsAbility to lift up to 25 pounds occasionallyExtended periods of
