Functional Analyst Level

Job Summary (List Format) Functional Analyst Level 3 PeopleSoft Human Capital / Enterprise Learning Development Lead Lead the design, development, implementation, and support of PeopleSoft HCM and Enterprise Learning applications for WMATA. Manage and direct a team of developers, contractors, and vendors supporting PeopleSoft environments. Serve as both technical and functional lead for application development and enhancement projects. Develop and oversee comprehensive project plans, ensuring projects are delivered on time and within budget. Act as primary liaison between business stakeholders and technical teams to gather requirements and translate them into functional solutions. Prepare project status reports and present to executive leadership and stakeholders. Oversee the configuration, troubleshooting, and enhancement of PeopleSoft HCM and Enterprise Learning modules. Develop functional design documents, workflow diagrams, and detailed requirements documentation. Create and maintain complex SQL queries and reports to support business reporting needs. Manage daily Operations & Maintenance (O&M) activities for PeopleSoft applications. Support ERP modernization, upgrades, enhancements, and enterprise transformation initiatives. Ensure compliance with development standards, governance policies, and operational procedures. Identify project risks, develop mitigation strategies, and oversee quality assurance activities. Develop user documentation, training materials, and conduct end-user training sessions. Support procurement processes and vendor management, including the preparation of procurement artifacts and coordination of contractor deliverables. Apply strong leadership, project management, analytical, and communication skills in a fast-paced, cross-functional environment. Utilize experience with Agile, Waterfall, and Hybrid delivery models for project execution. Work with key technologies including PeopleSoft HCM 9.1, Enterprise Learning 9.2, Oracle, SQL Server, Sybase, Informix, and DB2. Preferred: Experience in ERP migration/modernization, PMP certification, public sector/transportation industry experience, and integration with Hyperion or other enterprise systems.
