Compliance Manager - Foster Care - Innovations

SUMMARY: The Compliance Officer is responsible for the administration, evaluation and continued development of the compliance program to ensure adherence to applicable state and federal healthcare laws, statutes and regulations. Compliance Officer designs methods for reporting and dealing with compliance breaches and ethical issues when they occur. The Compliance Officer produces reports on any regulatory changes within the industry and advice the leadership team on how new laws might impact current operations or future business prospects. JOB RESPONSIBILITY: The responsibilities as outlined below: Responsible for keeping a company’s activities within the guidelines, regulations, and ethical expectations of the Human Services and specifically Foster Care field. Review of contractual agreements between agency and MCO, DSS in all counties where services are provided as per Director. Provide compliance trainings to include medication administration reporting. Oversight of the Licensure department to ensure compliance with licensure standards and recruitment and maintenance of foster parents. Maintain optimum communication with staff, stakeholders, referring agencies ensuring that all information needed for effective performance is received. Attend pertinent trainings offered by our agency, contracted agency, MCO or MCO affiliate to ensure that you are equipped with the latest information needed to perform job at optimum. Acquire 24 training credits annually according to state mandate with 100% compliance. Maintain all trainings in current status with no lapses. Provide trainings to educate colleagues about regulations that apply to their work and develop procedures, policies and best practices for operating within legal and ethical guidelines. Create, modify, update and implement the company’s policies. Develop risk management strategies. Design control systems to address cases of violation of internal business policies. Perform regular mock audits in preparation for state or accreditation body audits. Liaison with other departmental heads to ensure that all business operations are in line with business policies. Observe and maintain confidentiality as mandated in HIPAA regulations and that of UCF with 100% compliance. Provide monthly report of compliance program activities Investigate all alleged compliance complaints, recommend and implement corrective actions, if necessary, and monitor results for prompt resolution. Maintain an ‘open door’ policy to encourage effective lines of communication among all personnel. Maintain all Client Rights and ensure there is no abuse or neglect tacking place in the foster home. Coordinate the entrance of interns and maintain open communication with college instructors responsible for placement of students. Assist with the updating of forms, policies and procedures for Unique Caring Foundation and Unique Caring Network. Attend weekly staff meetings for the department. Coordinate, conduct, and facilitate audit functions to identify inappropriate conduct or behavior. Implement corrective actions as necessary. Annually review all policies and procedures to reflect operational structure changes and other regulatory changes as necessary. Participate and Chair of the Clients Rights Committee and bring pertinent reports on compliance issues in the Foundation Work in collaboration with HR to ensure staff and providers compliance with required trainings. Investigate all alleged compliance complaints initiated through YFS investigations. Working in collaboration with Recruitment, Licensing & re-licensing, recommend and implement corrective actions, if necessary, and monitor results for prompt resolution. Ensure quarterly visits by Licensing department are completed and thorough. Work closely with Licensing Coordinator, Clinical Coordinator and case managers to ensure foster home maintains in optimum standing according to state requirements allowing for 100% safe environment. Comply with State “red” rules and “blue” rules with 100% compliance Perform other duties as assigned by the foster care Director. REQUIREMENTS: Must meet qualification for QP status as stipulated by the state. Must have at least a 4-year Bachelor degree in Human Services field. Must have at least 2 years of job-related experience. Ability to analyze and problem solve. Ability to work as a team member. Ability to multi-task. Excellent organization skills. Must demonstrate excellent interpersonal and communication skills. Excellent written and oral communication skills. Excellent work ethics. ADDITIONAL REQUIREMENTS: Ability to write Policies and Procedures. Prefer Masters degree in Social Work, Human Services or related field. Ability to read and understand state contracts. In-depth knowledge of State “red” rules and “blue” Computer experience with Word, Excel and other computer software. Prefer certification in First Aid, CPR, EBPI, Blood Borne Pathogens, Seizure Management and HIPAA. Prefer training in areas of Child Development, Trauma-Informed Care and the Reasonable and Prudent Parent Standard as required by state.
