The Program Manager leads complex, multi-domain engineering and technical operations, including modernization efforts, cybersecurity compliance, discovery and implementation of cloud/AI initiatives, and the provision of exceptional customer service. The Program Manager owns cost, schedule, and performance, drives risk management and contract compliance, and ensures seamless coordination among ONI stakeholders, subcontractors, and cross-functional engineering teams.Job duties and responsibilities include:Provide input to the Integrated Master Schedule (IMS) for program control, status monitoring, and reporting purposes to identify program milestones, major tasks, efforts, dependencies, risks, resources, and activities across prime and subcontractor effortsPlan and lead formal reviews and produce meeting minutes including Weekly Activity Reports, Management Systems Reviews, and Integrated Baseline ReviewsConduct Quarterly Progress Reviews (QPRs) and Technical Exchange Meetings (TEMs) and maintain meeting minutesEstablish and sustain the Program Management Plan (PMP), Program Calendar, and Conference/Event Schedule for all task ordersLead Quality Assurance per the QASP by ensuring deliverables are released under configuration control, fully traceable, and meet Section 508 functional performance criteriaImplement a Risk Management Plan to identify, evaluate, and mitigate technical, security, cost, and schedule risksCoordinate stakeholder communications with PCO/CAO/COR/Ordering Officer/Technical Assistant and ensure timely responses and contract correspondenceMaintain and update the Supply Chain Risk Management (SCRM) Plan upon triggering events (ownership changes, supplier/sub changes, ICT compromises)Coordinate with Hopper GCC N8 to execute the Financial Management Plan that includes tracking and reporting budgets, cost, schedule, and performanceProvide input to the Contract Work Breakdown Structure (CWBS)Provide Contract Expenditure Reports, Contract Funds Status Reports (CFSRs), Contractor Cost Data (CCD) reports, Cost and Software Data Reports (CSDR), and Cost Data Summary Reports (CDSR)Ensure accurate and timely monthly financial reviews (costs, hours, invoices, percent complete, EACs) and progress reporting per CDRLsMaintain the Billet Roster of cleared personnel assigned, track contractor travel and deployed personnel, and provide trip reports to the customerManage subcontractors and ensure subcontractor compliance with technical, financial, and security requirementsEnforce TS/SCI eligibility, DD-254 adherence, IA/CSWF certifications compliance, SAAR-N processing, and annual IA trainingsQualifications include:Required Certifications: PMPEducation, Background, and Years of Experience: BS or BA degree in Business Administration, Engineering Management, Engineering or Engineering Discipline desired. 10+ years program/project management experience leading large, complex DoD/IC IT or Cyber programs and 5+ years managing multi-vendor/subcontractor efforts with measurable cost/schedule accountability. Must be a US citizen.Experience in Defense acquisition, specifically experience in support of Navy Acquisition management, or an equal level of Federal and Navy Contract Management experience.Required Skills: Management and Supervision experience relating to the design, development, integration, testing and fielding of DoDIIS communication systems and networks. Experience in initiating and maintaining technical direction within broad program objectives directly related to communication systems and networks. Knowledgeable of DoD acquisition policies and procedures. Demonstrated knowledge of and experience with the requirements of the DoD 5000 series.
