· Minimum of (3) years of related experience. · Knowledge of the Drupal Content Management System. · Knowledge of HTML 5, CSS image optimization and design composition, various web browsers, and general knowledge of the web development cycle. · Ability to code raw HTML. · Knowledge of Section 508 compliance standards, converting files, and making files of various formats 508 accessible. · Proficiency with SharePoint Online. · Proficiency with Adobe Photoshop and Illustrator image software. · Demonstrated ability to effectively organize, prioritize and execute multiple tasks in a deadline-driven environment. · Ability to solve problems as they arise and show strong attention to detail. · Strong communication skills, both oral and written. · Excellent organizational and time management skills. Bachelor’s degree in IT, Computer Science, or a related discipline. The contractor shall: · Maintain access to the NIMH webmaster email account and task-tracking or ticketing systems to work with NIMH staff to complete daily web and SharePoint tasks to maintain the NIMH Internet and Intranet websites. · Complete various Google analytic requests. · Create, update, monitor, and resolve tickets in task-tracking systems. Provide regular progress updates to ECB staff, and as requested. · Convert and create files in various formats (including PDF, MS Word, MS Excel, MS PowerPoint, and videos) to HTML that (1) complies with Section 508 standards and government/NIMH guidelines and (2) validates against the HTML5 specification. · Create accessible content and documents to comply with Section 508 standards and government guidelines in various formats (including, but not limited to, HTML, PDF, MS Word, MS Excel, MS PowerPoint, and videos) · Test the accessibility of files in various formats— including but not limited to HTML, PDF, MS Word, PowerPoint, Excel, CVS, and videos — and bring them into compliance with Section 508 standards. · Remediate files in various formats (including HTML, PDF, MS Word, MS Excel, MS PowerPoint, and videos) to comply with Section 508 standards and government/NIMH guidelines. · Upload and/or transfer NIMH-provided files to appropriate computer systems, including Drupal, SharePoint Online, content versioning systems, and shared folders. · Create and update content within Drupal and other content management systems as needed. · Create and update content within SharePoint Online or other platforms that may support the NIMH intranet. · Write JavaScript and CSS to support website functionality using JavaScript frameworks and a CSS preprocessor. · Use Docker or similar tools to set up a local development environment and use Git to manage source code. · Ensure integrity and availability of web pages (for example, ensure that changes to the website do not break links). · Stay informed on trends and best practices in web technology. · Communicate regularly to relay updates, progress, delays, and challenges via email, instant message, phone or video meetings, or other communications platforms.
