JPI is hiring a Business Transformation and Requirements Consultant who will support enterprise modernization and operational improvement initiatives through journey mapping, operational analysis, capability planning, and IT requirements development. The resource will work with business and technical stakeholders to identify operational needs, document current and future-state processes, and translate strategic objectives into operational and functional requirements. The individual will serve as a bridge between mission/business operations and IT delivery teams by converting conceptual business needs and user experiences into structured documentation and actionable implementation requirements. Responsibilities Include: Journey Mapping & EnvisioningFacilitate current-state and future-state journey mapping workshops with business and technical stakeholdersDocument user personas, pain points, operational gaps, and service delivery inefficienciesDevelop customer, employee, operational, and system interaction journeysCreate service blueprints, workflows, and operational process modelsLead envisioning sessions to define target-state business capabilities and operational outcomes Capability Planning & Needs AnalysisDevelop capability plans, capability roadmaps, and needs statementsTranslate strategic objectives into measurable operational capabilitiesConduct gap analysis between current and desired operational statesDefine business capabilities, operational dependencies, and supporting IT servicesSupport prioritization of initiatives based on mission/business value Requirements ManagementElicit, analyze, validate, and document business, operational, functional, and non-functional requirementsDevelop operational requirements documents, functional specifications, and use casesConvert journey maps and business concepts into structured IT requirementsMaintain requirements traceability throughout project lifecycleCollaborate with architects, developers, UX teams, and program leadership Stakeholder EngagementFacilitate workshops, interviews, and collaborative planning sessionsCommunicate effectively with executives, operational users, and technical teamsPresent findings, recommendations, and capability models to leadershipBuild consensus across cross-functional teams Documentation & AnalysisProduce high-quality deliverables including:Operational concepts (CONOPS)Needs statementsCapability assessmentsFunctional requirement documentsBusiness process modelsUser stories/use casesRequirements traceability matricesWorkflow diagrams RequirementsBachelor's degree in Business, Information Systems, Engineering, Public Administration, or related discipline Minimum 5 years of experience in business analysis, operational analysis, requirements management, or digital transformation supportExperience facilitating workshops and stakeholder engagement sessionsExperience developing operational and functional requirements documentationDemonstrated ability to translate business objectives into actionable IT requirements Required Knowledge and SkillsJourney mapping and process modelingOperational analysis and business process improvementRequirements elicitation and documentationCapability assessment and planningFunctional decomposition and workflow analysisStrong analytical and problem-solving abilitiesExcellent written and verbal communication skillsAbility to communicate effectively with executive, operational, and technical stakeholders Preferred ExperienceEnterprise modernization or transformation initiativesAgile or hybrid project delivery environmentsHuman-centered design methodologiesGovernment, healthcare, financial services, or other complex operational environmentsExperience supporting enterprise architecture or strategic planning efforts Preferred Tools and MethodologiesExperience with one or more of the following: • Jira • Confluence • Miro • Visio • Lucidchart • Azure DevOps • BPMN • Agile/Scrum methodologies • Capability modeling frameworks JPI is committed to creating a diverse environment and is proud to be an equal opportunity employer.
