CITY OF CASHMERE (WA)Job DescriptionTitle: Administrative AssistantDepartment: AdministrationReports To: City-Clerk TreasurerSupervises: NonePosition SummaryThe person in this position is highly trained in secretarial and clerical skills and procedures. Also performs specialized clerical work in support of planning, development and Hearing Examiner operations.Essential Duties and ResponsibilitiesGENERAL:Assist customers at the counter and on the phoneProcess utility and financial paymentsPrepare work orders for various departmentsBalancing proceduresCompose correspondence as neededCLERICAL:Promote positive public relations, customer information and assistanceDevise and update forms for office usePrepare City Council packets and attend City Council meetings and prepare minutes in absence of City Clerk-TreasurerMaintain City website, BLS licensing database and ToKay databaseMaintain Fire, Life and Safety Permit dataMaintain City filing systemOrganizes, monitors and maintains accurate and up to date databases, files, records and other documents. Prepares and disseminates timely reports.Manage the annual Tree City application completionManage annual census updatePLANNING:Assist Planner in monitoring applications and verifying receipt of development payments.Prepare public notices, postings and mailings for conditional use permits, variances and other public hearings.Direct customers to planning and zoning code in absence of Planning DirectorKnowledge of utility reimbursement area spreadsheets and proceduresAdditional Job Functions:Provides Notary services as needed.Performs other duties as assigned.Cross trained in the processing and issuance of all permits which include monitoring deposits, payments, and take-outs.Cross trained on miscellaneous accounts receivable statements, collection and balancingCross-trained for preparation of City claims and utility billsWorking knowledge of Access software and ability to create new databases and related reports as directedWorking knowledge of G.I.S. System, Cashmere Zoning Code, and Flood Zone MapsWorking knowledge of cemetery system and proceduresMaintain fixed assets database and equipment inventory. Prepare annual depreciation reports.Required Knowledge, abilities and skillsComputer operation and a variety of software including Microsoft Office suite of products and databases systems. Website management preferred.Ability to communicate effectively orally and in writingWork independently and cooperatively as a member of a team.Principles, procedures and practices of general office operations and administrative functions.Be attentive to detail and maintain a high degree of accuracy.Understand and apply appropriate terminology, instructions, policies, procedures and regulations.Organize and maintain accurate databases, files, records and other documents.Maintain an efficient and well-organized work area.Proficiently operates office equipment and performs software functions including spreadsheet generation and maintenance. Type accurately and proficiently.Qualification RequirementsHigh School diploma or GED, with additional education and experience necessary for the successful performance of this job.Four (4) years of customer service, administrative support or public relations experience. Government experience preferred.Must become a WA Notary Public within six (6) months of hire and maintain through employment.Must possess a current WA State Driver's License and maintain throughout employment.Working ConditionsWork is performed while standing or sitting in an office environment with a computer, typewriter and telephoneWorks in an office or meeting room setting.
