Homeland Security Grant Manager

The State of Wisconsin, Department of Military Affairs (DMA), Wisconsin Emergency Management (WEM) is hiring a Homeland Security Grant Manager (Grants Specialist). This position is headquartered at Joint Force Headquarters in Madison, WI. WEM builds capabilities and coordinates resources to support a safe and resilient Wisconsin. WEM is the state's lead agency for coordinating effective disaster response and recovery efforts in support of local and tribal governments from natural and human-caused/technological events. WEM works alongside local, tribal, state, and federal agencies as well as volunteer and private-sector partners. This position is eligible for limited telework after an initial training period. Working for Wisconsin State Government may make you eligible for the Public Service Loan Forgiveness Program Position Summary The Homeland Security Grant Manager coordinates implementation of planning and grant activities for programs funded by FEMA's Homeland Security grants, administered by Wisconsin Emergency Management. The Homeland Security Grant Program (HSGP) evolves with new federal guidance and as the State Homeland Security Strategy changes. This position will be responsible for implementing existing and new programs required by existing and newly-identified priorities. The HSGP includes two distinct grant programs: the State Homeland Security Grant Program (SHSP) and the Urban Area Security Initiative (UASI). With general guidance from the Preparedness Grants Section Supervisor, this position is responsible for working with potential applicants in understanding program goals and parameters; reviewing, coordinating and managing Homeland Security grant applications; conducting paper and on-site monitoring of projects receiving grant funds; working with internal staff and external partners to provide evaluation and analysis of program information; assisting in developing grant processes; and developing and maintaining a detailed understanding of HSGP program areas and other related preparedness grant programs. Salary Information Starting pay is between $30.60 and $34.50 per hour. This position is in the 07/04 pay schedule/range. A 12-month probation will be required. Job Details In order to gain access to DMA facilities or air bases, and to determine whether the circumstances of any conviction may be related to the job being filled, DMA will conduct a comprehensive background check. All WEM employees are expected to participate in emergency response exercises and in the response to actual emergency situations, with little or no advance notice, for extended periods of time, including weekends and evenings. The Department of Military Affairs does not sponsor work visas at the time of hire or anytime during employment. All persons hired will be required to verify identity and eligibility to work in the United States and complete the required Employment Eligibility Form I-9. This is a State of Wisconsin Civil Service position. The DMA does not require current or previous military experience. All new permanent, project, and limited term employees will be required to report to Joint Force Headquarters (JFHQ) in Madison on the Monday of their first week of employment for the New Employee Orientation (NEO) program. Additional information will be sent to the new employees and their supervisors on the Tuesday prior to NEO. Qualifications Candidates who meet minimum qualifications will have experience with: Grant administration - the full cycle of grant administration (application, award, reporting, reimbursement, closeout) as either an administrator (grantor) or recipient (grantee). Conducting grant monitoring, documenting compliance findings, and completing periodic or closeout reports. Providing technical assistance, guidance, or training to grant recipients/applicants and collaborating with stakeholders. In addition to the minimum qualifications, well-qualified candidates will also have the following preferred qualifications: Managing FEMA or other federal grant activities (e.g., coordinating federal applications, competitive review processes, pass-through requirements, semi annual/closeout reporting). Leading or advising on compliance for multiple subgrants (e.g., writing corrective action plans, establishing compliance timelines, resolving procurement/environmental and historic preservation/asset issues). Planning and conducting on-site monitoring visits, interviewing subrecipients, drafting compliance reports, and tracking corrective actions to closure. Experience leading or coordinating grant review committees/working groups, setting benchmarks for application reviews, preparing review materials, and facilitating multi-stakeholder decision processes.
