Position Type:Administrator/SupervisorDate Posted:3/18/2026Location:ESCClosing Date:04/17/2026The Chester County Intermediate Unit (CCIU) has an opening for a Long-Term Substitute Supervisor of Preschool Special Education Services in Downingtown, PA. This position is temporary and will begin in May 2026 and go through August 2026.The Supervisor of Preschool Special Education Services is responsible for providing administrative and instructional leadership by supervising all aspects of Preschool Special Education services to eligible young children in Chester County ages 3 to 5. Responsibilities include program and curriculum development, budget development and oversight, staff supervision and evaluation, program compliance with special education regulations, participation in inter-agency and community activities.Essential Job Responsibilities:Oversee classroom (DD, ASD, MDS) programming for the Preschool Special Education programOperate 12-month programmingSupervise programming for a growing aggregate of approximately 3,000 eligible young children per yearOrganize ongoing child find activities throughout Chester CountyDevelop, update, and monitor special education procedures and policies for complianceComplete yearly Quality Enhancement Plan as a result of OCDEL's Program DeterminationsParticipate in triennial OCDEL VerificationManage staffing resources for program coverageSelection, supervision, and evaluation of professional and support staffParticipate in the development of the Preschool Special Education budgetManage revenue and monitor monthly expenditure report for PSE, Birth-3, and Marketplace ServicesManage data collection for required reportsOversee & approve all program expendituresDevelop and oversee procedures for the smooth timely transition of children from birth to three servicesIdentify staff development needs and assist in planning and implementing effective staff developmentAnalyze multiple data sources to inform programmatic decision-makingParticipate in cross-divisional initiatives to expand Marketplace servicesSupervise staff outside of preschool, including birth to 3 and school-age programsProvide ongoing professional development for staff related to IEP development and implementationMonitor student achievement via IEP implementation of staffConduct and facilitate professional learning communities related to program development, improvement, and implementation.Meet with staff 1:1 to review caseloads, schedules, instructional practices, case discussions, and IEP developmentSupervise implementation of IEP goals across the Least Restrictive Environment continuumProvide ongoing guidance documents and resources using shared drives, electronic accessCollaborate with colleagues to provide early childhood education in conjunction with Head Start, ELRC, and all other Early Childhood ProvidersQualifications:Education and Experience:Master's degree strongly preferredPA Supervisor of Special Education or Principal certification, or current enrollment in a program to obtain Supervisor of Special Education or Principal certification requiredWillingness to become emergency certified as Supervisor if Supervisory certification is not yet obtained requiredPA Special Education Teacher Certification PK-12 requiredComprehensive and in-depth knowledge of state and federal laws and guidelines regarding special education.Technical experience required includes federal and state special education law, staff development, supervision and leadership, state and federal budget development and management, curriculum and assessment, and interagency collaboration.Previous experience working as a supervisor preferredSalary Range:Administrators, Level E, $133,433 - $166,791/yr* Placement on band is based on years of direct experience in a comparable role and is pro-rated based upon length of assignment*JGEqual Opportunity Employer
